Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Army Contracting Command - Redstone Arsenal intends to issue a contract award under the authority of the Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures, and FAR 6.100, quote mark Full and Open Competition, quote mark for a Military Rugged Airborne Video Converter System to be used at Redstone Arsenal, Alabama as supplemented with additional information included in this notice. This procurement is for the purchase of a Military Rugged Airborne Video Converter System to be used by the Aviation Systems Integration Facility (ASIF) for the development of the Utility Helicopter 60M (UH-60) Crew Mission Station prototype. The Military Rugged Airborne Video Converter System shall have capability to take raw video from two separate cameras, encoding each video stream into an H.264 video format, and then converting each into 10/100/100 Base-T Ethernet for distribution throughout the CMS System. Description: Military rugged airborne Video Converter that simultaneously receives two RS-170 video sources, performs an H.264 / MPEG-4 AVC algorithm at a minimum 1-30 frames per second rate, and then using ISO/IEC 13818-1 transport protocol, stream the video/data over 10/100/1000 Base-T Ethernet using UDP, unicast or multicast. This requirement is for a quantity of two (2). Delivery is requested by 29 January 2016. Earlier delivery at no additional cost to the Government is desirable and acceptable. The Product Specification Sheet is included within this request for quotation as an attachment. No solicitation package will be issued. This combined solicitation/synopsis is a request for competitive quotations; however, the Government will consider responses received not later than 6:00 PM CT on 14 October 2015. Responses shall be submitted to Marilyn Crawford, email address marilyn.d.crawford.civ@mail.mil and shall at a minimum include the following: 1. The name of your company 2. Company DUNS and CAGE Code 3. POC name and contact information Contract will be awarded to the bidder with the lowest priced determined to be technically acceptable.
