- Metal Fabrication Blanket Purchase Agreement (BPA) 1. Background: This announcement constitutes a Sources Sought Synopsis (market survey). The US Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division is issuing this Request for Information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. It is the intention of the Government to award a single or multiple blanket purchase agreement(s) as a Supply and Service based on the results of this Sources Sought announcement. The purpose of this sources sought is to determine interest and capability of potential qualified businesses, relative to the North American Industry Classification Code (NAICS) 332999. The Small Business size standard for this NAICS code is 750 No. of employees. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. It is our intent to award multiple blanket purchase agreements to small businesses should adequate competition exist. 2. Project Description: Establish BPA for machining, manufacturing and fabricating of parts per drawing as required. The work to be performed includes fabrication of components and parts as well as sheet metal work to augment the prototyping and small production capabilities. The work includes 5-axis machining, electrical discharge machining, sheet metal work and fabrication of complex parts and components. Work will be performed at the vendor location. All contracts will be fixed price. a. Specific Requirements: The contractor shall (1) Fabricate components and parts (2) Sheet Metal Work (3) Machining b. Personnel Qualifications: It is essential the contractor have an understanding of all aspects of metal fabrication to include machining, weld and sheet metal. c. General Experience: The contractor shall have expertise in finishing requirements as outlined in each purchase request. d. Specialized Experience: The contractor shall have demonstrated experience and understanding of metal fabrication. 3. Submission requirements for responses to this sources sought: (1) Your intent to submit a proposal for this project when it is formally advertised; (2) Name of firm with address, phone and point of contact; (3) CAGE Code, DUNS number or a copy of your System for Award Management (SAM) information; (4) Size of firm (large or small), to include category of small business if applicable, such as 8(a), HUBZONE, or SDVOSB; (5) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in performing similar projects, submit no more than three (3) past projects for which your firm was the prime contractor. The SOC should be no more than two (2) pages in length. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENTS ARE AVAILABLE. 4. Period of Performance: The BPA shall not exceed three (3) years. 5. Security: A security clearance is not required for this work. 6. Place of Performance: The performance for this work will be in at the Natick Soldier Research Development and Engineering Center (NSRDEC), Natick, MA. 7. Invoicing: The Contractor shall bill against each task within the BPA call. 8. Each contract will be competed among the agreement holder on FEDBID.com. 9. Invoicing: The Contractor shall bill upon delivery of completed items. 10. These agreements are intended to be set-aside for small business. It is intended that as a result of this sources sought announcement that the Government intends to award single or multiple blanket purchase agreement(s) based on the submitted responses. The determination of whether or not this effort will be set-aside for small business concerns is dependent on the responses received. 11. How to submit: Vendors capable of performing this effort are requested to furnish a complete response electronically to safouane.elalaoui.civ@mail.mil no later than COB, 19 October 2015. Classified material SHALL NOT be submitted. Please submit all questions related to this Sources Sought to the Contract Specialist via email by 15 October 2015. This sources sought neither constitutes a Request for Quote or a Request for Proposal. This sources sought should not be construed as a commitment by the U.S. Government for any purpose. Submission of any information in response to this Sources Sought is purely voluntary. The U.S. Government does not assume any financial responsibility for costs incurred. Proprietary information and trade secret, if any, must be clearly marked on all materials. All information received that is marked proprietary information will be handled accordingly. Please be advised that all submissions become Natick Contracting Division property and will not be returned nor will Natick Contracting Division confirm receipt of the RFI response.
