- The Naval Sea Systems Command (NAVSEA) intends to issue Request for Proposal (RFP) number N00024-16-R-2300 to Huntington Ingalls Incorporated (Ingalls Shipbuilding), 1000 Access Road, Pascagoula, MS 39568, and General Dynamics Bath Iron Works (BIW) 700 Washington Street, Bath, ME 04530 for options for incorporation of the Flight III Engineering Change Proposal (ECP) upgrade and associated supplies and services into USS ARLEIGH BURKE (DDG 51) Class Guided Missile Destroyers currently under contract with Ingalls Shipbuilding (N00024-13-C-2307) and BIW (N00024-13-C-2305). This solicitation will be a limited competition between Ingalls Shipbuilding and BIW. The associated supplies and services consist of all necessary efforts to incorporate the Flight III baseline upgrade into a delivered ship, including but not limited to, impacts on: Class Standard Equipment; Government Furnished Equipment; equipage; fitting out services; associated technical data and reports; special tools and test equipment for Government test and checkout; drawing extraction and translation; and industrial services related to the Flight III baseline update as well as additional related separately priced ECPs and Design Budgeting Requirements. If authorized by law and funds are appropriated, and subject to negotiation of fair and reasonable prices, the scope of these contract actions will include priced options for the incorporation of the Flight III baseline upgrade into the last three ships in the FY2013-2017 Multi-Year Procurement (MYP). Ingalls Shipbuilding and BIW are the only two shipyards with the current capability to build DDG 51 Class AEGIS Destroyers and are the only shipyards capable of incorporating the Flight III baseline upgrade onto the previously awarded ships. The requirement contemplated is for FY16-17 ships. The modifications to the existing contracts will be awarded without full and open competition pursuant to 10 United States Code (U.S.C.) 2304 (c)(1); Federal Acquisition Regulation (FAR) 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements).
