- To meet the need for contract foreign language support, the U.S. Army Intelligence and Security Command (INSCOM) intends to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) performance based services contracts using a BEST VALUE trade-off analysis covering the following two mission areas: 1)Force Projection Operations and 2) Train and Sustain Operations. Contracts for Force Projection Operations will be awarded under full and open competition; contracts for Train and Sustain Operations will be set-aside for small business. Small businesses may propose in both mission areas; however, offerors must submit a separate proposal for each mission area. Evaluation shall be in accordance with Sections L and M of this solicitation.
