- Notice of Intent The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland in support of the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) is issuing this notice of intent to modify a Firm Fixed Price contract to Nanostring Technologies, Inc. in order to increase the ceiling of the IDIQ contract. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis (IAW FAR 6.302-1) to Nanostring Technologies, Inc., 530 Fairview Avenue North, Seattle, WA 98109. Under the proposed modification, Nanostring Technologies will continue to provide off-the-shelf and custom nCounter assays, panels, and required consumable reagents. There are no set-aside restrictions for this requirement.The North American Industry Classification System (NAICS) for this requirement is 334516 with a size standard of 500 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The United States Army Medical Research Institute of Infectious Diseases (USAMRIID) has invested two years in the development of standard operating procedures and protocols for pathogen diagnostic and biomarker discovery assays utilizing the Nanostring Technologies, Inc. nCounter Analysis Platform. Moreover, USAMRIID has two ongoing research projects which use these reagents, and switching platforms at this point would require a significant duplication of effort. USAMRIID has provided Statements of Work to the primary sponsor, indicating that USAMRIID will utilize Nanostring Technologies, Inc. reagents in it's research program through the conclusion of these research projects. For scientific integrity and programmatic consistency, the Government must complete ongoing multiyear research projects using Nanosting Technologies, Inc nCounter Analysis Platform and associated reagents. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to process a modification no sooner than 10 days after publishing this synopsis. This Special Notice is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least ten (10) days after the publication of this notice, the modification will be issued as sole source.
