- SOURCES SOUGHT NOTICE SOURCE SOUGHT IS NOT CONSIDERED A REQUEST FOR PROPOSAL. The U.S. Department of State (DOS) Sources Sought only. Contractors are requested to read and respond to the below and attached requirements accordingly. The responses from this notice may be used as market research to determine an acquisition strategy for an imminent anticipated competitive acquisition. This request for capability information does not constitute a request for proposals and does not bind the U.S. Department of State to any agreement, written or implied. Submission of any information to this market survey is purely voluntary. DOS assumes no financial responsibility for any costs incurred by respondents. No proprietary, classified, confidential, or sensitive information should be included in the response. No solicitation document is available, and telephone and e-mail requests for a copy of the solicitation will not be honored. Any response to this notice must accompany details expressing clear and convincing evidence of prospective contractors experience, capability and capacity to perform this requirement. This requirement is in its infant stage of development; therefore the information collected is for market research. If your company has the capacity to perform the services outlined, please provide the following information: Organization name, address, e-mail address, web site address, telephone number, point of contact, size of business, qualified small business category and certification, type of ownership (including country of ownership) for the organization, DUNS Number, Cage Code, SAM information. The NAICS code for these services is 611430. The United States Department of State's (Overseas Building Operations) Office of Safety, Health and Environmental Management requires the services of a professional safe-driver training company to train and certify instructors (train-the-trainer) for the purpose of advancing the safe driver skills of official vehicle drivers overseas to minimize motor vehicle mishaps. The criteria should include defensive driving skills and techniques which focuses on (1) anticipating hazards by looking ahead (2) maintaining safe following distances and space buffer, (3) ensuring others in traffic see you, and (4) scanning areas for potential hazards, reacting in time to avoid collisions. Defensive driving means "Driving to save lives, time and money, in spite of the conditions around you and the actions of others." Requirements for Safe Driver Instructor Training 1. Contractor has at least five years of experience providing (1) safe driver, train-the-trainer instructor certification courses, (2) safe driver evaluator courses, and (3) safe driver certification training courses using proven methods that result in safe driving behavior and skills. 2. Contractor has fully developed courses and materials to provide these courses and fully developed materials that can be used by the Department's certified instructors, evaluators and driving students. 3. Contractor must be able to provide proof of overseas training for four years. 4. Contractor personnel must be physically capable of performing safe driver instructor training. 5. Contractor must be able to provide simultaneous training in different geographic regions around the world. 6. Contractor training methodology must include defensive driving theory and instruction, with at least 75% of the training course conducted using a hands-on in vehicle approach while driving on overseas roadways. 7. Contractor must have the safe driver train-the trainer instructor certification course and safe driver evaluator course fully developed, which must result in the certification of participants as safe driver instructors or evaluators; enabling them to teach the safe driver skills & techniques once they complete the course. oProgram base is geared towards behavioral adjustments with a focus on practical- behind the wheel demonstrations; oProgram emphasizes techniques that increases driver scanning and awareness which enables drivers to anticipate hazards and thereby avoid or reduce collisions; oProgram incorporates comprehension assessments (tests/on-road evaluations) to ensure overall student understanding and demonstration of the skills and techniques outlined in the established training program; oProgram addresses importance of understanding vehicle blind areas; oProgram addresses the proper usage of vehicle warning devices as communication tools; oProgram address distracted driving; and oProgram addresses safe backing maneuvers oProgram addresses anticipating and reacting in time to the mistakes of other drivers and road users 8. Contractor safe driver instructor certification (train-the-trainer) program must be valid for at least 2 years. 9. The contractor existing training programs must be compatible with Department's current programs for motor vehicle safety. 10. Contractor must provide the following types of safe driver training courses oOffer a 5-day initial safe driver instructor certification training course (train-the trainer); oOffer an abridged safe driver instructor recertification training course; oOffer an abridged safe driver evaluator training course; oOffer a 1-day safe driver completion certificate course (domestic) oInternet based refresher training for safe driver course compatible with State Department systems infrastructure. 11.Contractor must provide training material to supplement/support all training courses. Material must address both right and left hand drive roadway. Material must be available in English, German, French, Arabic, Spanish, Russian, Portuguese oDVD oQuizzes oEvaluations oStudy Guides Information Submission Instructions : The deadline for submitting capability statements relating to this announcement is 2PM (ET) Friday 30 October, 2015. Responses are limited to 10 pages not including cover page and table of contents. Responses must be submitted electronically, formatted in Microsoft Word or Microsoft Excel (any version). Margins must be 1" on all sides, to print on 8 ½" x 11" paper. Typeface must be Times New Roman, 12 pt. font. Responses should be specific to the attached specifications. No responses shall be accepted via US Mail or Fax. All responses to this Sources Sought Notice must be submitted electronically to Michael Scott via e-mail at Scottmd@state.gov and John Hite, Contracting Officer, via e-mail at Hitejm@state.gov and shall have the words "SAQMMA16I0104 - < Safe Driver Instructor Training >" in the subject line. Telephone inquiries WILL NOT be accepted or acknowledged. No mail courier responses will be accepted. At this time, the U.S. Department of State does not guarantee that any future contracts may be awarded covering the aforementioned duties and responses to this Sources Sought notice do not bind the U.S. Department of State to any agreement with the responder, be it explicit or implied.
