- Subject: Pre-solicitation Notice for the Request for Qualification for A&E Services No. SOL-294-15-000006, USAID West Bank and Gaza (WBG) Architecture and Engineering Services Program Dear prospective Offerors: In accordance with the Federal Acquisition Regulation (FAR) Chapter 36, the United States Agency for International Development, West Bank and Gaza Mission, anticipates issuing a Request for Qualifications (RFQ) to registered, licensed Architect and Engineering professionals whether as individual organizations, partnerships, joint ventures or other legal entities permitted by law to practice architecture or engineering. The NAICs Code for this procurement is 541330. The A&E Services contract will directly support the USG goal of achieving a negotiated solution to the Israeli-Palestinian conflict of two states living side by side in peace and security. The USG supports Palestinian institution building by “providing critical infrastructure programming to improve water, sanitation, and road networks; and improving the everyday lives of Palestinians in the health and education sectors.” To support this objective, the Contractor will primarily design and provide construction management services for activities that construct and rehabilitate roads, water systems, distribution networks, sewage systems, and other infrastructure, as well as strengthen the Palestinian Authority’s (PA’s) ability to effectively operate and maintain infrastructure and resources. More specifically, the Contractor will provide multi-discipline engineering and construction management services in support of infrastructure programs for the West Bank and Gaza. The Contractor will provide for the following disciplines: Professional services of an architectural or engineering nature as associated with research, planning, development, design, construction, alteration, or repair of real property; and Other professional services of an architectural or engineering nature, or of incidental services, including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, construction phase services, soils engineering, design drawings reviews, peer reviews, preparation of operating and maintenance manuals, and other related services. The place of performance is the West Bank and Gaza with work to be performed under a five-year single-award IDIQ Contract with a funding ceiling in the range of $150 million. The Request for Qualification Statements is scheduled to be posted on or about October 30, 2015 on the FEDBIZOPPS web page (http://www.fbo.gov/). In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. It is the responsibility of the recipient of this pre-solicitation notice and the resulting solicitation to ensure that it has been received in its entirety. USAID bears no responsibility for data errors resulting from this transmission. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, copies of the solicitation will not be available for pick-up, and no walk-ins will be allowed. Offerors are advised to periodically monitor www.fbo.gov for updates concerning this procurement. Telephonic inquiries will not be accepted. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, committed, and internal USAID procedures have been completed.
