Description
Sources Sought and Market Reserach Notice for information on capability and availability of potential contractors to perform equipment design, delivery, and installation for supply contract with some construction for an Ethylene Glycol Water (EGW) and Silicate Ester-Based Dielectric (Coolanol) Cooling Systems in support of aircraft testing at Edwards Air Force Base, California. This is a SOURCES SOUGHT SYNOPSIS and IS NOT a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified firms. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The scope of this effort includes, but is not limited to: • Design, manufacture, delivery, and installation of an EGW coolant fluid system that includes a skid mounted reservoir, pumps, valves, controls located in a mechanical room, piping from the mechanical room through an access tunnel, a RF shielding wall, to a turntable in an anechoic chamber, and a mobile cart consisting of piping, valves, and controls to provide the required coolant fluid distribution to various aircraft points of connection. • Design, manufacture, delivery, and installation of a Coolanol coolant fluid system that includes a skid mounted reservoir, pumps, valves, controls located in a mechanical room, piping from the mechanical room through an access tunnel, a RF shielding wall, to a turntable in an anechoic chamber, and a mobile cart consisting of piping, valves, and controls to provide the required coolant fluid distribution to various aircraft points of connection. • Controls for each system will allow for complete system monitoring and control inside a main control room, at the skid in the mechanical room, and at the mobile cart inside the anechoic chamber via the existing Seimens Apogee system in use. • Flexible hoses will be required to connect under the turntable, and to connect from the turntable to the mobile carts. • Install an air cooled chiller to connect to the EGW cooling system and the Coolanol cooling system. • Some construction, to include demolition of walls and doors inside the mechanical room. Relocate equipment mounted on walls that will be demolished. The U.S. Army Corps of Engineers, Los Angeles District, anticipates a future procurement for these services. The estimated magnitude of this project is between $1,000,000 and $5,000,000 with a period of performance of approximately 150 calendar days. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 332410, Power Boiler and Heat Exchanger Manufacturing. Interested sources shall submit a capability statement demonstrating their ability to perform work as described above. Responses are requested with the following information, which shall not exceed a total of eight pages. 1. Offeror's name, DUNS#, address, points of contact with phone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) and NAICS code designations shall be indicated on first page of submission. 3. Interest in bidding on the solicitation when it is issued. 4. Description of capability to perform the proposed work, manage subcontractors, and prepare and comply with various environmental and construction permits for California. 5. Past performance/experience on projects of similar magnitude and complexity describing no more than five (5) projects performed within the past 7 years. The past performance information should include project title, location, general description of the work to demonstrate relevance to the proposed project, the Offeror's role, dollar value of contract, performance timeliness, and name of the company, agency, or government entity for which the work was performed with contact information (reference name, phone number, and email address). At least one project example should be $1,000,000 or greater. Please note, if, based on the results of this sources sought/market research this project is set aside for small business, the following requirement will apply: In accordance with Federal Acquisition Regulations 52.219-14, entitled "Limitations on Subcontracting" by submission of an offer and execution of a contract, the offeror/contractor agrees that in performance of a contract in case of a contract t for Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. Responses should be submitted to Lucia A. This is not a Request for Proposals, only a Request for Information. No award will result from this Sources Sought Notice. This notice does not constitute any commitment by the Government.
