Description
USGS Guam magnetic observatory asphalt road and parking project The U.S. Geological Survey (USGS) operates and maintains the Guam magnetic observatory on U.S. Air Force property adjacent to Andersen Air Force Base near the town of Dededo, Guam. The property is approximately 30 acres and consists of two occupied quarters/houses, a shop/garage/warehouse building, an office building, and two magnetic observation buildings. The main asphalt roadway through the site is showing significant wear and tear and needs to be repaired. Additionally, portions of the road will be widened, several new parking areas will be installed, and the road will be lengthened to reach the shop/garage/warehouse building. Full project details will be provided in the forthcoming Statement of Work (SOW). Payment protection (either a payment bond or irrevocable letter of credit) will be required; performance bonds will not be required. The estimated magnitude of this project is between $25,000.00 and $100,000.00. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) does not apply to this project. Prospective contractors must hold a valid contractor's license in Guam at the time quotations are due to be considered for this project, and shall be required to submit evidence of same with their quotations. The USGS contemplates award of a firm-fixed price contract. The request for quotations (RFQ), including a detailed SOW and contractor evaluation criteria, will be available on or after 11/02/2015. Site visit opportunities will be provided; prospective contractors are strongly encouraged to visit the site prior to submitting a quotation. Interested parties may contact the Contracting Officer identified below by email to be added to the interest list or to inquire about a site visit. The applicable North American Industry Classification System (NAICS, 2012) code is 238990, all other specialty trade contractors, with corresponding index entry "asphalting, residential and commercial driveway and parking area." The associated small business size standard is $15.0M in average (three year moving average) annual revenue. This immediate acquisition is set-aside for participation by HUBZone small business concerns and there is no incumbent contractor.
