- Limited Sources Justification Under the authority of FAR 8.405-6(a)(1) and as instructed by FAR 8.405-6(a)(2), the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) is publishing this notification to industry of a Federal Supply Schedule (FSS) Delivery Order award supported by a limited sources justification. On September 29, 2015, CBP issued a Firm Fixed Price Delivery Order under the General Services Administration (GSA) Federal Supply Schedule (FSS) Contract GS-35F-0823M to CA, Inc. CBP awarded Delivery Order Number HSBP1015F00440 on a sole source basis to CA, Inc. as the incumbent contractor to provide CA Licenses and Maintenance for a period of performance from September 30, 2015 through October 31, 2015, and 4 option periods through September 20, 2019. This is a limited sources acquisition under FAR 8.405-6(a)(1)(i)(B) which states, in pertinent part, that an ordering activity may be justified in limiting sources of supply when "only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized." This is an enterprise-wide follow-on contract for brand-name, CA, mainframe software, distributed software, and network monitoring tool maintenance. This procurement will ensure continued maintenance of CBP OIT CA Mainframe and Network monitoring Software which includes periodic code and version updates, documentation re-issues, on call configuration maintenance, product life cycle management and any user specialized training. A sole source award to the incumbent is the most efficient and economically viable option to ensure this procurement will provide continued support. The use of another database product will force CBP to redesign and functionally duplicate thousands of database structures, convert billions of rows of data and completely re-write millions of lines of application code and security profiles. Efforts are underway to migrate applications off the mainframe, which will significantly reduce the use of CA software products, but it is a multi-year effort. If the planned migration is completed ahead of schedule, CBP will shorten the length of the contract correspondingly.
