- NASA Ames Research Center (ARC) is hereby requesting information about potential sources for technical services to support the NASA Ames Research Center (ARC) Simulation Laboratory Facilities (SimLabs). The work will be performed primarily at ARC, Moffett Field, California. This notice has two purposes: 1) To request information on capabilities of potential offerors to provide the services described in the attached draft Statement of Work (SOW) in order to determine if this will be a small business set-aside. Information received as a result of this notice will be considered by the Government and used for acquisition planning purposes only. An interested parties list will be posted. 2) To request information from interested parties regarding their preferred contracting approach to provide the services described in the attached draft SOW. Background The Simulation Laboratory Facilities are unique national research and development facilities dedicated to providing researchers with high-fidelity environments in which to conduct simulated flight and air traffic management research and to advance the state-of-the-art of simulation technology. Researchers use the facilities to investigate a variety of topics ranging from the design of new aircraft guidance and control systems to the human factors implications of new or existing flight deck displays, airspace operations, air traffic control and automation. In-house projects and experiments are conducted to develop new simulator systems and subsystems, improve simulation systems, develop advanced engineering techniques to improve the fidelity and validity of simulation programs, and incorporate the latest technology into simulation systems. The Simulation Laboratory Facilities are primarily comprised of the Crew-Vehicle Systems Research Facility (CVSRF), the Distributed Simulation Research Laboratory (DSRL), the Vertical Motion Simulation Complex (VMSC), FutureFlight Central (FFC), and the 210 ATC Lab. The Simulation Laboratory Facilities also provides an Air Traffic Control Laboratory. The simulation facilities are used by NASA programs, other NASA Centers, the Federal Aviation Administration, the Department of Defense, the National Transportation Safety Board, other government organizations, industry and universities. Responses Interested parties having the required specialized capabilities/qualifications to support some or all of the work described in the draft SOW are requested to respond to this RFI with an information package. Proprietary information, if any, should be minimized and must be clearly marked. The information package is requested as two separate files: Statement of Capabilities and Contracting Approach. A.Statement of Capabilities Responses to this portion of the information package are limited to 10 pages and must include the following: 1)Company name, address, and website (if applicable). 2)Name, phone number, and e-mail of designated point of contact. 3)Whether your company is Large business, Small business, Small Disadvantaged Business, 8(a)set-aside small business, HUBZone small business, Woman-owned small business, Veteran-owned small business, HBCU/MI, Service-Disabled Veteran-owned small business for NAICS code 541330 size standard $4.5M. 4)Your companys capability in each of the technical areas (see Requirements, SOW section 3.0). For each technical area, indicate what percentage of the effort you would perform, and any proposed teaming arrangements, if any. 5)A list of relevant work performed in the past five (5) years, including contract type, contract number, technical description, dollar amount, period of performance, and a customer reference name, phone number, and email. B.Contracting Approach Responses to this portion of the information package do not have a page limit. In order to enhance competition and provide business opportunities, the Government is requesting feedback in the following areas for consideration during acquisition planning: 1)Socio-economic considerations: ARC is interested in your comments on establishing subcontracting goals for Small Business, Service-Disabled Veteran-owned small business, Small-Disadvantaged Business, Women-owned small business, Veteran-owned small business, Historically Black Colleges and Universities/ Minority Institutions (HBCU/MI), and HUBZone small business. 2)Use of Incentives: To determine the appropriate contract type (contract types for consideration, alone or in a hybrid combination, include both Fixed-Price and Cost-Reimbursement contracts, such as FFP, FPI, FPAF, CPFF, and CPIF), the Government is soliciting input from interested parties regarding why a particular contract type or combination of contract types might be more appropriate (benefits and impediments), how that proposed contract type would affect costs and how you would propose; as well as answers to the following questions: a.Performance incentives: Please provide your view regarding types of fee, options, and/or other appropriate incentives for contractor performance. b.In a mixed-team (Government/Contractor) environment, how would you propose to measure factors such as the technical/cost/ schedule performance, risk mitigation, employee and asset safety and security, innovative best practices, quality of service to users, responsiveness to changing requirements and budget, identifying opportunities for technical and administrative improvement, or cost? 3)Technical Information: In addition to the SOW, what type of technical information would you like to see with a potential solicitation (e.g., sample tasks)? 4)Contract Content/Structure: Do you have any suggestions or examples of restructuring or simplifications in the technical area descriptions in the draft SOW as well as other types of additional information that would improve understanding or clarity of requirements and terms and conditions? The information packages are due no later than November 12, 2015 and shall be submitted via email only to bethany.a.mcclave@nasa.gov. In all responses, please reference notice number NNA16568278L. Please submit files in PDF format. Written questions should also be directed to bethany.a.mcclave@nasa.gov. Verbal questions will not be accepted. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit NASA to contract for any supply or service. Further, NASA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that NASA will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. The responses to this RFI may be used to assist NASA in developing a statement of work and evaluation criteria in support of a future procurement. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website (www.FedBizOpps.gov). It is the responsibility of potential offerors to monitor this site for additional information pertaining to this requirement.
