Notice Type:Sources Sought Request for Information (RFI) Number: Description: Veterans Health Library (VHL) This is a Request for Information (RFI) SOURCES SOUGHT ANNOUNCEMENT ONLY; This is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the VA to award a contract. Responses to this Sources Sought Announcement must be in writing. The NAICS codes being considered for the subject Veterans Health Library are: 519120 - Libraries and Archives, and 519130 - Internet Publishing and Broadcasting and Web Search Portals. Overview: The Department of Veterans Affairs (VA) is conducting Market Research to obtain information regarding potential qualified sources and their size classification (Service Disabled Veteran Owned Small Business (SDVOSM), Veteran Owned Small Business (VOSB), Hub Zone, 8(a), Small Disadvantage Business (SDB), Woman-Owned (WO), Small Business (SB), or Large Business) to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses interested and capable of providing the Development, Maintenance and Storage of data in a comprehensive health library "Veterans Health Library (VHL)" of health education information, materials and resources in a wide variety of delivery formats and modalities that will be easily accessed by Veterans, their family members and caregivers, VHA clinicians and staff, and the public via electronic technology used by VA. The VHL shall contain comprehensive health information, resources and materials spanning the continuum of VHA healthcare delivery. Description: The Department of Veterans Affairs (VA) Veterans Health Administration (VHA), requires a Contractor to provide all resources, labor, personnel, equipment, supplies, tools, materials, transportation, management resources etc., necessary and required to provide, develop and maintain a comprehensive Veterans Health Library (VHL) of health education information, materials and resources in a wide variety of delivery formats and modalities that shall be easily accessed by Veterans, their family members/caregivers, VHA clinicians and staff, and the public. The Veterans Health Library shall contain comprehensive health information, resources and materials on topics spanning the continuum of VHA Healthcare Delivery: health promotion and disease prevention; primary care; specialty care; mental health; diagnostic tests and procedures, acute care; rehabilitation and physical medicine; long-term care; hospice; and community living centers (nursing homes). The information in the Library and its format and design shall accommodate the Health Literacy and Numeracy needs of Veterans and their family members/caregivers as well as their vision, speech, hearing, language, and cognitive abilities. The information shall be able to be printed in black and white and color using printers commonly found in VHA clinical settings and in Veterans' homes. The VHL shall also be able to be integrated within the VA's Electronic Health Record to allow for ease of access by providers and clinical staff and for automatic documentation of VHL content provided in a patient's medical record. The VHL content must meet VA-DoD clinical practice guidelines and VHA Clinical Practice Guidance Statements Anticipated Performance Period: The anticipated contract Period of Performance (POP) shall be from April 1, 2016, through March 31, 2017, with options for up to four (4) additional one year extension periods, to be exercised at the discretion of the Department of Veterans Affairs. Qualifications: Interested Offeror(s) shall have as least five (5) years' experience working with national public health and/or healthcare organizations. Interested Offeror(s) shall have proven capability of integrating health library content within VA's electronic medical record system in a manner that meets the requirements of The Joint Commission or other appropriate health care accrediting bodies. Interested Offeror(s) shall have proven capability providing web-based health education content in the following formats: i.text with illustration, ii.video, iii.interactive resources including shared decision making tools, assessments/quizzes, symptom checkers and games, and iv.any new electronic formats that may be developed during the life of the contract. Interested Offeror(s) shall have a proven capability for users of the web-based library to create bookmarks and folders for providers to manage library resources for frequently used or specific health conditions or topics. Interested Offeror(s) shall have a proven capability providing web-based health education content in the following delivery modalities: i.electronically on a website, ii.via social media (e.g., blogging, texting, Twitter, etc.), iii.mobile applications, alternative platforms such as kiosks, and iv.other VA based computer applications (e.g., the GetWell Network) and use of VHL videos in VA Medical Center closed circuit television systems. Interested Offeror(s) product shall be flexible enough to be used or adapt to new VA needs or emerging technologies developed and/or used during the life of the contract, (e.g., Get Well Network, After Visit Summary, mobile apps, crawling VHL content with a search appliance, linkages to and from other VA websites, incorporation/documentation in the electronic health record, etc.). Interested Offeror(s) shall have previous experience with the VA's terminology. It is preferred to have a Contractor who has a proven record of accomplishment of performing such services successfully for the VA. Capabilities: Interested Offerors shall provide the following information on at least three (3) similar projects performed within the last five (5) years: i.Addressing the provision of comprehensive health information, resources and materials on topics spanning the continuum of healthcare delivery: health promotion and disease prevention; primary care; specialty care; mental health; diagnostic tests and procedures, acute care; rehabilitation and physical medicine; long-term care; hospice; and community living centers (nursing homes). ii.Provide information on how the Offeror worked collaboratively with the client to create custom health content. iii.Provide information regarding how this health information accommodated the health literacy and numeracy needs of the patient population and their family members/caregivers as well as their vision, speech, hearing, language, and cognitive abilities. iv.Provide information on the delivery modalities utilized including electronically on a website, via social media (e.g., blogging, texting, Twitter, etc.), mobile applications, alternative platforms such as kiosks, and other VA based computer applications. Data/Information: Interested Offerors shall submit the following data/information for consideration: 1.Offeror should describe your experience providing on-line health information, materials and resources in a wide variety of delivery formats and modalities that are easily accessible to the target populations for which it is intended. 2.Describe the breadth of content in your on-line health library. Are there health information topics that your health library does not cover? Why? Are there content topics that you focus on? Why? 3.Describe the qualifications of the clinical subject matter experts who assure that the content of your on-line library is clinically correct and up-to-date? What sources/clinical guidelines do your subject matter experts use to ensure clinically correct and up-to-date content? How often is existing library content reviewed and updated? How frequently is new content added? How is the content review and update process managed? Can the business owner request development of new content? Can the business owner review and edit your existing content? 4.Describe if you are able to create health information for your on-line library that is tailored to the health literacy and numeracy needs of particular populations as well as their vision, speech, hearing, language, and cognitive abilities? 5.Describe the ability of your on-line health library to be integrated into a health care organization's electronic medical record so that health information specific to an individual patient is automatically identified for the provider and health care team without the need to search for it. Can this integration into the health care organization's electronic automatically document provision of the health information to the individual patient to meet The Joint Commission standards? 6.Describe your experience and the length of your working relationship working with national public health and/or healthcare organizations. 7.Describe your ability to provide web-based health education content in the following formats: text with illustrations/photos, video, interactive resources including tools and games, shared decision making tools, symptom checkers. Describe the capability for providers and health care team members who use your health information library to educate their patients to create bookmarks and folders to manage library resources for specific health conditions or topics. 8.Describe your experience providing web-based health education content in the following delivery modalities: electronically on a website, via social media (e.g., blogging, texting, Twitter, etc.), mobile applications, alternative platforms such as kiosks, and other computer- and technology based- applications. Provide specific examples of how you nimbly adapted your product as your client identified new needs or as new technologies emerged for use your health library. 9.Describe your experience managing projects using a Project Management Plan that contains: i.Risk Management Plan, ii.Quality Control Plan (QCP) incorporating quantifiable/ measureable elements iii.Communications/Marketing/Promotion Plan iv.Evaluation Plan to determine impact and value of the VHL for users. v.A narrative and graphic format displaying schedule, specifically defined milestones, risks, communication, and resource support 10.Describe the products and their formats you have developed and implemented for the business owner to market and promote the health library for internal and external audiences. 11.Describe your experience and hours of operation providing Tier 2 Help Desk and technical support to promptly answer questions from users of your health library. Describe how the information regarding access to the help desk is displayed. 12.Describe your willingness and experience working with business owners who require ability to review and possibly modify your existing health library content. 13.Describe your willingness and experience to work with the business owners clinical subject matter experts to create new health library content and marketing material. 14.Describe your experience and content created in the following clinical areas: Spinal Cord Injury, Blind Rehabilitation, Post-traumatic Stress Disorder, and other special Veterans issues, e.g. Cold Injury, Gulf War Veterans' Illnesses, Agent Orange, exposure to radiation and other military environmental hazards, the effects of being a prisoner of war, Women Veterans Health, Traumatic Brain Injury, Polytrauma, Home-based Primary Care, Care Coordination Home Telehealth, Geriatrics and Long Term Care, and Mental Health. 15.Describe your experience working with very large integrated healthcare delivery organizations with multiple locations and very large populations of health care providers and clinicians, and very large and diverse patient populations. 16.Describe your ability to offer all content in a Spanish dialect that is understood by the majority of US Spanish-speaking citizens. 17.Describe the other languages in which you provide your health library content. Detail if you use Medically-Certified translators; and how you ensure that the translations are correct? It is the potential Offeror's responsibility to monitor FedBizOpps and E-buy for release of any future solicitation that may result from this Sources Sought Announcement. However, responses to this Sources Sought Announcement will not be considered adequate responses to any resultant solicitation. SIMILAR PROJECTS PERFORMED WITHIN THE LAST FIVE (5) YEARS Complete the following information for projects performed for different VA Medical Centers that has similar services performed for, as outlined herein, in the past five (5) years. If your company has not provided the solicited service to the VA any other federal agencies (Department of Defense, Public Health, Bureau of Prisons, etc.), and/or any commercial customers (Hospital, Medical Centers, Colleges, etc.,). The Department of Veterans Affairs may contact the offeror's references to ask whether or not they believe (1) that the offeror was capable, efficient, and effective; (2) that the offeror's performance conformed to the terms and conditions of its contract; (3) that the offeror was reasonable and cooperative during performance; and (4) that the offeror was committed to customer satisfaction. 1.
