Description
Background Information: The Department of Energy (DOE) is seeking proposals for university led partnerships with national laboratories via DE-FOA-0001281. The Sandia National Laboratories High Consequence Automation and Robotics (HCAR) Group, along with nuclear mission areas of the Laboratories has experience and capabilities applicable to the IRP-EM-1, IRP-EM-2, and IRP-FC-1 sections of the call. Sandia National Laboratories is a multi- program laboratory operated by Sandia Corporation, a wholly owned subsidiary of Lockheed Martin Corporation, for the United States Department of Energy's National Nuclear Security Administration under Contract DE- AC04- 94AL85000. Opportunity Description: The HCAR Group is available to team with university partners on DE-FOA-0001281, IRP-EM-1 and IRP-EM-2. Collaboration with a DOE national laboratory / technology center or other federal laboratories is a requirement for the opportunity. Full proposals are due December 3, 2015. What Sandia Brings to the Partnership: The HCAR Group at Sandia has a 20+ year history developing, delivering, and integrating high consequence automated systems for critical national security applications for DOE and other government agencies. The HCAR Group has also recently developed novel technologies for extreme and unstructured environments including hardware and software for advanced manipulation, GPS- and GPS-denied navigation and mapping on a variety of platforms including unique small mobility platforms, a platform hardened for mine rescue applications, a high efficiency bi-pedal robot for the DARPA Robotics Challenge, and other unique small mobility platforms. The group also possesses expertise in underwater nuclear inspection and non- destructive evaluation. The HCAR group has also performed projects that are tightly integrated with Sandia's radiation sensing and mitigation capabilities, along with maintaining facilities for radiation sensing, radiation testing, and mapping. The HCAR Group originated from a DOE need for unmanned radioactive waste cleanup and has expanded its mission substantially from those origins. Information Sought: Potential partners should identify the area of interest in the call that a partnership is sought for. If there is more than one area of interest, each area should be identified. Potential partners should identify any relevant research, curriculum areas, and facilities that might be utilized for the purposes of the proposed effort. Details of the proposed effort can be established after initial contact and a viable path to a partnership is established. Instructions to Responders: Interested parties that meet the Mandatory Requirements provided below are invited to respond to this Federal Business Opportunity (FBO) via email to the point of contact listed below. Any proprietary information should be properly identified and marked as such after a Non-Disclosure Agreement is executed. Any information provided in response to this FBO will not be returned. Any and all responses are voluntary and Sandia National Laboratories will not pay for any information submitted in response to this FBO. Only electronic submissions will be accepted. Potential partners should express their interest in a partnership no later than 5:00 PM MDT, October 20, 2015. Evaluation Criteria: Sandia National Laboratories will evaluate all responses and select prospective parties with which to engage in further discussions based on the following criteria: Sandia National Laboratories reserves the right to support joint proposals with one, none, or more than one partner based on the strength of the team relative to the call and the proposed effort and the relative capacity of the HCAR Group to support the proposed efforts. Mandatory: Potential partners should be capable of committing to and leading any proposed efforts to include the co-development of a proposal(s), to be submitted no later than December 3, 2015.
