Performance Work Statement SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8224-15-R-C130 Sources Sought Synopsis: 1. Notice: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of the Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed potential North American Industry Classification Systems (NAICS) Code is 488190 Other Support Activities for Air Transportation which has a corresponding size standard of $32.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice, if applicable, and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving team agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The Ogden Air Logistics Complex is seeking potential sources to provide all labor, personnel, supplies, tooling, support fixtures and equipment necessary to depaint and apply chemical conversion coating to six sets of C-130 aircraft outer wings in support of the MC-130H Outer Wing Replacement Program. The work shall be performed at a contractor's facility within a 60 mile radius of the 309 AMARG at Davis-Monthan Air Force Base (AFB), Tucson, AZ. The contractor shall conform to the basic maintenance instruction manuals and other applicable TO's listed in the Performance Work Statement (PWS). The Contractor shall provide a crane and support equipment (slings) required to support depaint operations in accordance with (IAW) TO 1C-130H-2-51JG-0001, 51-20-06. After completion, the Contractor shall upload the C-130 aircraft outer wings onto Government transportation for transport back to AMARG. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. The Ogden Air Logistics Complex Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal RFP in October/November 2015 time frame for the acquisition of services required for this effort at Hill AFB, UT. The estimated contract period is February 1, 2016 to August 1, 2016. The Government requests interested parties submit a brief statement of current capability to perform these services to include the requested information below. Please limit your submissions to five pages. 1. Company name, point of contact, email address, telephone and fax numbers, type of business and size. 2. Provide a summary of stripping/depainting/chemical conversion services your company has performed on similar aircraft. 3. What NCAIS code do you believe is most appropriate for this effort? 4. What is your minimum time to complete a wing set knowing the government has a tight schedule on getting six wing sets completed within a 120 day timeframe?
