- Memo to Vendors Request for Information THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes to support market research and to assist in determining if other responsible sources exist outside of the current known potential source(s). It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any service or supply whatsoever. Further, the Government is not at this time seeking proposals, unsolicited or otherwise. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI and all costs associated with responding to this RFI will be solely at the interested party's expense. The assigned North American Industry Classification System (NAICS) Code is 334511. The Government requests that interested parties responding to this notice identify your business status to the NAICS code assigned above. Details of this potential contracting effort are outlined in the RFI attached to this notice. If your organization has the potential capability as outlined in the RFI questions to perform these contract services, then provide answers as outlined in the RFI and the back-up information needed to assess capability as requested in the RFI. Failure of respondees to provide all answers to questions contained in the RFI or to provide associated back-up information to assess capability as requested in the RFI does not constitute a subsequent effort on the Governments behalf to secure missing answers or backup information/data. Clarifications will be strictly at the Government's determination to seek additional information. The Government's determination of capability is the Governments decision only and may not be shared with a respondee if the Government so elects. Clarification questions from potential respondees to this RFI that are forwarded to the Government point of contact listed below may or may not receive an answer. It depends on the nature of the question, whether or not the answer to the question is already contained in the attachment(s) to this RFI, the timeliness of submission of the question to the Government point of contact below and the relevancy of the question submitted. As such, it is solely the Governments decision of whether or not to provide answers to questions received. If significant subcontracting or teaming is anticipated in order to deliver technical capability to meet the contents of the RFI, then organizations responding to this RFI shall address those teaming arrangements, identify the companies and percentages to be performed by each as well as the administrative and management structure of such arrangements. Submission Instructions: Interested parties who consider themselves capable to meet the requirements as outlined in the attachment to this notice and the ability to perform in accordance with the attached details are invited to submit a response via email only to this RFI Notice no later than 4:00 PM EST on 30 October 2015. All responses to this RFI Notice must be emailed to the Contract Specialist Vernon Scarborough at email address: edwin.prime.1@us.af.mil. NO CLASSIFIED INFORMATION IS TO BE TRANSMITTED TO THE GOVERNMENT VIA EMAIL OR OTHER MEANS TO THE POC'S IDENTIFIED ABOVE. The Government has not made a commitment to procure or proceed with the effort outlined in the RFI, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
