- Sources Sought Language Location: Mexico, City and other South American Locations Title: Support Services, Mexico Description: This is a Sources Sought Synopsis whose only purpose is in support of market research. The Department of State's Comptroller and Global Financial Services (CGFS) are seeking support for its Support Services, Mexico requirement. The current staffing at the International Narcotics and Law Enforcement (INL) offices in Mexico City and other locations in Mexico is approximately 100 employees. Most are located in the Mexico City area. The requirement is to provide professional services and logistical project support services in support of the Merida Initiative (a joint US-Mexico program to combat illicit trade in illegal drugs, smuggling, corrections programs, aviation, police training, rule of law issues, border control enhancements and other similar efforts). These efforts include, but are not limited to human resources, general services operations, administrative support, data/records, overseas allowances, compensation, inventory management, business processes, project management, procurement activities budget management, finance and building applications. The services sought support the business requirements of several sections of the Mexico INL office, including police mentoring and training activities, corrections and prison assistance, border security, technology enhancements, anti-corruption strategies, financial investigations, logistical support and etc. Prior support for federal agencies and overseas experience is preferred. It is anticipated that any resulting contract/order will require a Facility Clearance at the SECRET level. Response to this Sources Sought Synopsis (SSP) is not considered an offer and cannot/will not be accepted by the Government to form a binding contract. No solicitation exists at this time. Do not request a copy of a solicitation. The decision to solicit for a contract shall be solely within the Government's discretion and based in part on responses received. Any information submitted by respondents to this Sources Sought is voluntary. This Sources Sought is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any Government assessments. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. The Government's evaluation of the Capabilities Package received will factor into whether any forthcoming solicitation will be conducted as a full and open unrestricted competition, a set-aside for small businesses, or any particular small business designation (e.g., HUBZone, SDVOSB, WOSB, VOSB, SDB, etc.). Should your firm be interested in this requirement, please only electronically submit your company's Capabilities Package data in no more than 15 pages of 8.5" X 11", using at least 10 point font with 1 inch margins, and pages numbered consecutively. Capabilities Package: All interested small business firms shall submit a Capabilities Package that explicitly demonstrates company capabilities, indicating examples of ability to provide personnel, business operations capability, financial ability, Human Resources capability, recruiting and retention history, ability to provide Key Personnel, prior business with the US Federal government and overseas experience. Key Required Components: Key Personnel - Detail your experience with staffing single large projects (e.g., greater than 75 persons). Provide evidence of your experience with managing projects with like depth and breadth of functions as this project, including the ability to provide sufficient Key Personnel, including project managers. Personnel, recruiting and retention - Describe your ability to recruit, retain and supervise staff in multiple locations, and to maintain low turnover ratios of staff and Key Personnel for large projects lasting more than two years. Home office capability and field support - Describe your home office capability to recruit and retain personnel, provide logistical services to your employees and business practices for operating a large contract. Police mentoring and training - Describe your ability to provide mentors for policing activities and police training. Corrections mentoring and training - Describe your ability to provide mentors for corrections activities, ACA auditing and corrections training. Rule of Law programs - Describe your ability to provide mentors and assistance for Rule of law programs such as training attorneys, assisting to write legislation and judicial integrity programs. Office and logistical support - Describe your ability to provide personnel and staffing for general office personnel, and for logistical support personnel such as drivers, inventory specialists and customs services. Security clearances - Describe your ability to hold a Secret facility clearance, and your ability to secure and maintain U.S. Government security clearances for employees in a timely manner. Prior U.S. Government experience - Describe any prior U.S. Government experience your company may have. Indicate if this experience is on a similar type of award or the nature of the prior experience (e.g. technical support, Information technology, logistics support). Prior experience in Mexico or other overseas countries - Describe any experience your company may have in Mexico, Latin America or other overseas locations. The Capabilities Package should include at a minimum: (most of the below will be answered in the mandatory questions and are not required to be answered twice. Please respond to the mandatory questions). i.Contractor Name ii.Address iii.Point of Contact with phone number(s) and email address iv.DUNS number v.NAICS code(s) vi.Anticipated subcontractors and teaming arrangements, if any. Please explain. 12. Are there any areas in the draft statement of work that present excessive cost, schedule, or performance risks?
