Description
REQUEST FOR INFORMATION (RFI) Lebanon Air Force (LAF) C-208B/EX Pilot and MX Training This Request for Information is issued for informational and planning purposes only. In accordance with FAR 15.201(e) and FAR 52.215-3, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service whatsoever. Your response to this RFI will be treated as information only and will not be used as a proposal. No entitlement to payment, of direct or indirect costs, or charges to the Government will arise as a result of a contractor's submission of a response to this announcement or the Government's use of such information. The information provided may be used by the Government in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for marking proprietary or competition sensitive information contained within their response. Not responding to the RFI does not preclude participation in any future solicitations. The information provided in this RFI is subject to change and is not binding on the Government. SUMMARY : AFICA 338 SCONS is conducting market research to gather information on the availability of capable contractors to provide non-personal services in support of training Lebanese Air Force (LAF) personnel in initial, refresher and advanced pilot and maintenance training on the Cessna 208 Series Aircraft. TECHNICAL DESCRIPTION: Training and technology transfer is required by the USAF to train LAF personnel on the Cessna 208 Series Aircraft in avionics, engines, and general mechanics. Contractor shall provide pilot (simulator) and maintenance training for the Cessna C-208B and C-208EX (glass cockpit) series aircraft. Proposed training will be Contractor, Type 1 Special Training, procured by the Air Education and Training Command (AETC) and presented under the auspices of the Security Assistance Training Program. All training is to be conducted at Contractor location. All instructions and technical information shall be in the English language. RESPONSE FORMAT: Please provide answers for each of the following questions, utilizing the existing numbering scheme for each response and limiting your total response for this RFI to no more than ten (10) pages: 1. What is the most recent case in which you provided Cessna 208 series pilot and maintenance training to a foreign country? 2. What type of student support functions do you provide during the course of training? Do you provide housing and transportation? 3. In the case of student non-progression, is remedial training or additional tutoring provided to ensure student success? 4. What is your nominal student/instructor ratio? 5. What is the collective experience of your instructor cadre? 6. Small Business (SB) Set-Aside Determination. The Government reserves the right to decide whether or not a SB set-aside is appropriate based on responses to this notice. In order for the Government to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capability to successfully perform and manage all the requirements of this magnitude. The small business size standard under North American Industry Classification System (NAICS) Code 611512, Flight Training, is $27.5 million per year. 7. Provide Company name, Point of Contact name, telephone number, fax number, street address, e-mail address, website, company cage code, and socio-economic/business size status. Also, state whether your firm is large, small, small disadvantaged, woman-owned small, HUB-Zone, veteran-owned, service-disabled veteran owned, or 8(a) certified. System for Award Management (SAM) is mandatory ( www.sam.gov ). 8. Large businesses will be required to provide a small business subcontracting plan indicating whether or not they can meet DoD minimum subcontracting goals (36% of subcontracts to small businesses, 3% to service-disabled veteran-owned small businesses, 5% to small disadvantaged businesses, 5% to women-owned small businesses and 3% to Historically Underutilized Business Zones (HUB Zone) small businesses). Subcontractors include any company that is contracted with for services or supplies that would support this contract. If not, please provide a brief explanation why these goals are not appropriate, what percentage could be subcontracted to each small business category, and the basis of the percentages proposed. Also, provide the percentage of the total contract dollars that could be subcontracted to each small business category and the basis of the percentages proposed. NOTE: Small businesses may be located through the Dynamic Small Business Search at http://dsbs.sba.gov http://www.acq.osd.mil/osbp/statistics/sbProgramGoals.shtml As a note, please reference AFFARS 5319.704 Subcontracting Plan Requirements. (a)(1) Small Business subcontracting goals must be expressed in terms of percent of contract value in addition to percent of subcontracted amount.
