Description
This request for capability and interest does not constitute a request for proposals. This Request for Information is for planning purposes only and shall not be considered as a Request for Proposal, or as an obligation on the part of the Government to acquire any products or services. NO FORMAL solicitation document exists at this time. The Technology Applications Office has a requirement to outsource database administration services which provide services in the following areas: Database Administration Database Management Government and Program security requirements Vulnerability remediation Software and Hardware upgrades User access controls and logging Backup and recovery management System maintenance Error Correction Change management Requirements Management and system documentation Server Maintenance Installing updates and any patch required to keep systems functional All potential sources of supply shall have technical certifications and proficiencies in the following areas: Certifications: CE Security+ Technology Proficiencies:.NET 3.5/4.0 and 4.5 VB.NET C# ASP.NET Webforms ASP.NET MVC ADO.NET Entity Framework SQL Server Windows Forms Application Windows Service Security clearances up to and including must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information and Facilities Clearance will be required of employees providing services for this requirement. Vendor employees are also subject to mandatory testing for illegal drug use prior to award, and shall be subject to counter-intelligence (CI) -scope polygraph examinations. Vendor employees required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization. 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 3) Document the ability to develop and implement a project management plan that includes: requirements capture, analysis, prioritization, and resolving conflicting requirements; compliance with customer-driven program schedules; cost containment; developing, tracking, and meeting performance metrics; performing verification and validation; hiring and retention of key personnel; performing risk management; transition to production; maintenance and support for software and processes. THIS IS NOT A REQUEST FOR PROPOSAL. This information will be used for market analysis to determine what currently exists. This notice shall NOT be construed as a request for proposal or any obligation on the part of the U.S. Government. No award will be made from this announcement. Mail and telephone inquiries will not be accepted or acknowledged and no feedback or evaluations will be provided to companies regarding their submissions. This information MUST be submitted by email in Microsoft Office format and/or Portable Document Format (PDF) to christopher.j.eaton4.civ@mail.mil, Technology Applications Office, 1671 Nelson Street, Ft. Detrick, MD 21702. ALL RESPONSES must be submitted NLT 4:00pm Eastern Standard Time on 30 October 2015. Please limit response to no more than five (5) pages. Marketing material is not a sufficient response to this RFI. A point of contact that can speak for the responding company should be identified to support further government inquiries, as well as, explanations that might be needed with regard to the information provided.
