PROVIDED ENCLOSURES Enclosure A - Critical Systems* Enclosure B - Draft Solicitation N00024-16-R-4319 Enclosure C - Request for Information (RFI) Questions- Responses due 2 November 2015 Enclosure D - Notional 32 Month Cyclical Schedule Enclosure E - Industry Day Invitation - 28 Oct.2015 in Norfolk, VA & RSVP Request NLT 19 Oct 2015 * Offerors can obtain upon request to jane.thompson1@navy.mil INTRODUCTION The Naval Sea Systems Command (NAVSEA ), Washington DC, is seeking information from potential sources able to: Complete CNO Availabilities and Emergent & Continuous Maintenance (EM/CM) as part of the U.S. Navy's Surface Ship Maintenance, Repair and Modernization requirements CONUS. •· Accomplish Planned Maintenance (PM) •· Accomplish Facility Maintenance (FM) •· Complete Emergent & Continuous Maintenance (EM/CM), Planned Maintenance (PM) and Facility Maintenance (FM) OCONUS The Naval Sea Systems Command is especially interested in determining small business capability and interest in performing Planned Maintenance (PM) and Facilities Maintenance (FM) on LCS ships homeported primarily in Mayport, Florida. These efforts will begin at contract award (anticipated Target September 2016), and continue for a period of performance of five years: one year base plus four one-year options. The results of this Sources Sought will be utilized to determine whether any Small Business set-aside opportunities exist. All Small Business set-aside categories will be considered. In accordance with FAR 52.219-14, Limitations on Subcontracting, Small Business concerns are reminded that in the performance of contracts awarded under small business set-aside procedures, at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials, shall be performed by the company. BACKGROUND PMS 505, Fleet Introduction and Sustainment, is responsible for life-cycle management for Littoral Combat Ships in the US Navy. In-service life cycle support of these ships comprises: integrated planning, programming, and execution of the maintenance, repair and fleet modernization program, including the provision of all technical and logistics support required to maintain, repair, modernize, and improve performance of these ships. PMS 505 is evolving its surface ship modernization and maintenance/repair contracting strategy to implement a "family" of contracts that will maximize competition across the spectrum of LCS Sustainment efforts. This strategy will leverage multiple types of contracts, "right-sized" to best complete each type of ship availability, reflecting the specifics of the volume of work for each class and the industrial base in each port. This approach is intended to improve cost, schedule and quality while maintaining flexibility and responsiveness to the Fleet. The Navy contemplates the following: Multiple Award Contract - Indefinite Delivery, Indefinite Quantity (MAC-IDIQ): The MAC-IDIQs will be competitively awarded to at least two MAC-IDIQ holders. During execution, the Government will solicit individual Delivery Orders amongst the MAC-IDIQ holders based on actual work packages. The Government expects to compete Delivery Orders amongst the MAC-IDIQ holders on a Fixed Price basis to the maximum extent possible. However, Cost Orders and sole source orders may be issued as necessary if requirements' fidelity and urgency precludes Fixed Price and/or competitive action. NAVSEA is currently contemplating awarding MAC-IDIQs in the Mayport, FL homeport area to complete the following types of work: 1. Maintenance, Modernization and Repair on Littoral Combat Ships (LCS) homeported in and visiting Mayport, FL. § To complete this work, MAC-IDIQ Holders are expected to have the knowledge, skills and experience necessary to complete multiple concurrent Complex Availabilities, including both CNO Availabilities and EM/CM on Littoral Combat Ships (LCS). § All CNO Availabilities are considered complex, as they typically require a high degree of integration across critical and high growth systems. § Delivery Orders for EM/CM availabilities will typically be performed at Government Pier-spaces. Delivery Orders for Non-Docking and Docking CNO availabilities will typically be performed at Government Pier-spaces and Private Industry Dry-Dock facilities. § Contractor must have access to a dry-dock. § The number and size (in man-days) of the typical availabilities expected to be included in the MAC-IDIQs are shown in Enclosure D. 2. Planned Maintenance on Littoral Combat Ships (LCS) homeported in and visiting Mayport, FL and OCONUS § Preventative/Planned Maintenance Availabilities (PMAVs) are defined as monthly availabilities for performance of planned maintenance type work. The PMAV duration will be, on average, five days. § Establish and maintain a training and qualification program and provide validation that all Contractor maintenance persons are fully trained and qualified IAW NAVEDTRA 43241-J to a minimum PQS level of 301 or an equivalent level approved by the Government to ensure that only qualified and certified (prime and subcontractor) technicians perform PM actions at the level of qualification required by the Maintenance Requirements Cards (MRC). § Requires knowledge about the 3M system as it pertains to the ability to read, understand, and schedule the requirements of the Maintenance Index Pages (MIPs) and Maintenance Requirement Cards (MRCs) into PMAVs/CMAVs. § Demonstrate an understanding of Planned Maintenance System (PMS) and how resources are scheduled, deconflicted, and managed. § Demonstrate knowledge/understanding to conduct Planned Maintenance outside of the homeport area via Fly Away Teams. This enables compliance with Title 10 USC Section 7310 for work accomplished OCONUS. 3. Facilities Maintenance on Littoral Combat Ships (LCS) homeported in and visiting Mayport, FL and OCONUS. § Demonstrate experience purchasing, monitoring, receiving, inspecting, segregating, issuing, determining nonconformance, and disposing of material based on NAVSEA S6480-A4-CAT-010. § Demonstrate experience with local and national laws and codes as it pertains HAZMAT. § Demonstrate full understanding of the Facility Maintenance requirements • Demonstrate experience on maintaining proper security clearances • Experience coordination between the different maintainers • Experience on control of non-skid application • Handling of HAZMAT material § Demonstrate technical experience to conduct Facilities Maintenance outside of the homeport area via Fly Away Teams. This enables compliance with Title 10 USC Section 7310 for work accomplished OCONUS. 4. Maintenance and Repair on Littoral Combat Ships (LCS) while OCONUS. § To complete this work, MAC-IDIQ Holders are expected to have the knowledge, skills and experience necessary to complete multiple concurrent availabilities, including both EM/CM on Littoral Combat Ships (LCS) while the ship is OCONUS. § The number and size (in man-days) of the typical availabilities expected to be included in the complex MAC-IDIQs are shown in Enclosure D. § Demonstrate technical experience to conduct Continuous Maintenance/Emergent Maintenance outside of the homeport area via Fly Away Teams. This enables compliance with Title 10 USC Section 7310 for work accomplished OCONUS. Information provided shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government. INDUSTRY DAY- LCS East Sustainment Execution-Multiple Award (MAC) IDIQ Naval Sea Systems Command (NAVSEA) will hold an Industry Day conference on Wednesday 28 October 2015 at Norfolk Ship Support Activity, Regional Maintenance Center, 9727 Avionics Loop, Bldg. LF-18, Granby Room, Norfolk, VA 23511-2124. The event will begin at 1030 and conclude at 1700 EST. This time will allow for networking opportunities among industry teams. The conference will be hosted by Naval Sea Systems Command SEA 02 and PMS 505 for the purpose of discussing the Navy's plan for maintenance and repair sustainment execution during FY 16-21. The Industry Day will begin with a discussion and overview of the contemplated requirement. This contract will be awarded as a multiple award IDIQ and will address all planning and execution of all maintenance, repair, and modernization efforts for LC1 1 Class homeported in and visiting in Mayport, Florida for a 5 year period during FY16 through FY21. RSVP: NAVSEA requests that firms interested in attending the Industry Day submit company names and attendee lists no later than 1400 Eastern Time, 19 October 2015 via e-mail to Ms. Jane Thompson, SEA 024, Contract Specialist, jane.thompson1@navy.mil. The subject line of the RSVP email shall be limited to: Industry Day RSVP from (Company Name). The body of the email shall include each attendee's name, Position/Title, email address, phone number, and indicate whether they have a Common Access Card (CAC) or military ID in order to access the base. Companies are asked to send no more than five (5) representatives as seating is limited. (See attached Industry Day Agenda). The presentation slides will be made available to those who RSVP. One-on-One Sessions: These sessions will only be held in person, in the Granby Room, at the presentation location. The intent of these One-on-One sessions is to provide Industry a private, non-public forum to present the Government with comments, concerns and recommendations for NAVSEA. Thus, the One-on-One sessions are designed to consist of mostly one-way communication (from the firm to the Government) as the Government does not intend to share contract strategy information outside of the larger and/or public forum. Companies requesting a One-on-One session must indicate such in their RSVP email. These sessions will be no longer than 20 minutes in length, may be attended by no more than 5 people per company, and will be scheduled on a first come first serve basis. The Government will inform attendees of their scheduled session time no later than Tuesday, October 20, 2015. General Stipulations and Disclaimers: Recording of the event is not permitted. Other than the planned briefing materials referenced above, the Government does not plan to provide additional information for review and comment prior to the Industry Day. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government.
