Description
The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to rebuild and upgrade two (2) Horiba LDV dynamometers, replace existing dynamometer drives with two (2) new 150kW drives and replace the existing 4WD dynamometer controller. The acquisition of this Commercial item will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing with a small business size of 500 employees. The EPA is mandated to measure fuel economy and emissions. These measurements are conducted on dynamometers that simulate road loads. The current Horiba LDV dynamometers, existing associated drives, and the RealTime dynamometer controller are past their useful life, prone to failure, and increasingly difficult to maintain due to the unavailability of replacement parts. The contractor will rebuild both Horiba LDV dynamometers with upgraded heated bearings. The contractor will electrically disconnect and remove both of the Horiba LDV dynamometers from their pits and transport them to their facility for the rebuild. The rolls, controls, rod ends and brakes will be removed and re-installed upon re-installation of the dynamometer. The contractor will integrate the newly rebuilt dynamometers into the new 4WD dynamometer controller in Test Cell 514 detailed below. The current dynamometer drives are under-sized and prone to failure. The contractor will replace the current drives with new dynamometer drives which can continuously absorb 300 kW on both the front and rear dynamometer simultaneously with a peak absorption of 420 kW. The dynamometer controller will control the two newly rebuilt Horiba LDV dynamometers and new drives in NVFEL Cell 514. The new dynamometer controller will need to be a complete stand-alone system and will need to be contained within a single stand-alone cabinet containing all the components required to run the system. The full Statement of Work, which will be included in the solicitation, describes and sets forth the total system responsibility, which shall include integration, quality assurance, delivery to EPA-NVFEL, installation, calibration, commissioning, acceptance testing, documentation, warranty, and training of EPA staff. Award will be made on a Best Value Basis. All non-price evaluation criteria, when combined, are significantly more important than price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed system to meet or exceed the SOW requirements; past performance record under comparable contracts; and relevant previous experience.
