- Small Business Sources Sought Announcement The National Institutes of Health (NIH), through the National Institute on Drug Abuse (NIDA), is seeking capability statements from Small Business organizations to provide the Government a resource to produce, store, and distribute labeled and unlabeled opioid peptides and related peptides. This is a SMALL BUSINESS SOURCES SOUGHT NOTICE to determine the availability of ALL small businesses (e.g., 8(a), veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, women-owned small businesses, and other small businesses) with the capability to produce, store, and distribute labeled and unlabeled opioid peptides and related peptides. These may include, but are not limited to, unlabeled, tritium or I-125 labeled opioid and related peptides. Qualified organizations must also be able to check the stability and purity of these compounds, maintain and store the compound inventory under secure conditions, and distribute the compounds to research investigators as directed by NIDA. In order to meet the demand for authentic, pure, and racemization free peptides, NIDA plans to maintain an inventory of peptides and some of their respective radio labeled compounds and supply them primarily to NIDA grantees for use in NIDA supported studies and at the same time maintain capability to rapidly synthesize, on demand, new peptides that are potentially useful in drug abuse research. Capability statements received will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Interested organizations must demonstrate and document, in the capability statement submitted, extensive experience in the field of peptide synthesis, especially through solid phase peptide synthesis methodology and in the synthesis of opioid and related peptides, and the ability to perform the work. Send information relevant and specific in the technical area under consideration, on each of the following qualifications: 1) Experience: An outline of previous projects, specific to the work to be performed. 2) Personnel: Name, professional qualifications of personnel with specific experience. 3) Synthesis of radio labeled and unlabeled opioid and related peptides by solid phase synthetic methods. 4) Separation of optically pure and racemization free opioid and related peptides. 5) Stability and purity testing. 6) Availability and description of facilities, equipment, and extensive experience with solid phase peptide synthesis, purification and characterization of peptides, in general, and opioid peptides. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Any other specific and relevant information about this particular area of procurement that would improve our consideration and evaluation of the information presented is desirable. Documentation may include, but not limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, commendations, etc. The NAICS code is 541712. THIS IS NOT A REQUEST FOR PROPOSALS. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government's use. Any proprietary information should be so marked. Interested organizations submitting a capability statement must provide the following: 1) company name and address; 2) point of contact; 3) phone/fax/email; 4) NAICS Codes; 5) business size and status; 6) capability information in response to the requirement; and 7) type(s) of business, if any (e.g., small, veteran-owned, service-disabled veteran-Owned, women-owned, 8(a), small disadvantaged business, and HUBZone).
