Description
The United States Marine Corps (USMC) Program Executive Officer Land Systems (PEO LS) is seeking to identify vendors interested in providing technical support services for all in-service tactical wheeled vehicles, trailers, and ancillary equipment within the PM Medium and Heavy Tactical Vehicles (MHTV) portfolio through a five (5) year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a ceiling of approximately $249,000,000.00. These services would be provided from the local commuting area of Marine Corps Base Quantico, Virginia to various sites for short or extended duration to provide on-site ground level support to the USMC, as directed by the Government. The MCB Quantico local commuting area includes the following: (1) Counties and Independent Cities in Virginia: Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond, (2) counties in Maryland: Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's, and (3) the District of Columbia. THIS REQUEST IS FOR PLANNING PURPOSES ONLY AND DOES NOT constitute an Invitation for Bids, a Request for Proposal, a Solicitation, a Request for Quote, or an indication the Government will contract for the items contained in this Request for Information (RFI). The Government will not reimburse respondents for any cost(s) associated with submission of the information being requested. The purpose of this RFI is to receive feedback from industry to support market research. In support of this RFI, PM MHTV will hold an invitation-only Industry Day event during the week of 16 November 2015. The Industry Day event is intended to give Vendors an opportunity to tour representative models of the PM MHTV vehicle, trailer, and equipment portfolio. Invitations and event details will be provided to respondents of this RFI who also are in attendance (either in-person or via teleconference) at the Industry Day briefing scheduled for 12 November 2015. PM MHTV seeks information regarding market interest to provide program/project management, systems engineering, logistics, maintenance and other in-service support services for the incremental programs as well as the overall portfolio. The current MHTV portfolio consists of the following programs: •a. Medium Tactical Vehicle Replacement (MTVR) Family of Vehicles •b. Logistics Vehicle System Replacement (LVSR) Family of Vehicles •c. Aircraft Rescue Fire Fighting (ARFF) Family of Vehicles •d. Family of Tactical Trailers (FTT), and •e. Motor Transport Modifications (MTM) Detailed program descriptions are provided in Appendix A. The program/project management effort includes all tasks required to deliver the systems engineering, logistics, maintenance, field support, and other in-service support services to include technical drawings, First Articles, First Article performance data, production capability data, and supply support. Systems engineering support services will include engineering analysis (including finite element analysis), engineering feasibility studies, design development (ECP), production-ready drawings, manufacturing of first articles, testing first articles, production test support, and configuration control support for tasks under this requirement. Marine Corps Logistics Command will retain responsibility for uploading and managing drawings in JEDMICS. Vendor will require access into the USMC Product Quality Deficiency Report (PQDR) system called the Product Data Reporting and Evaluation Program (PDREP) located at https://www.nslcptsmh.csd.disa.mil/pdrep/pdrep.htm to support this effort. Logistics support services will include the development of technical data packages, technical manuals and updates, Interactive Electronic Technical Manuals (IETMs) and updates, Maintenance Instructions (MIs), Technical Instructions (TIs), Supply Instructions (SIs) training curricula and updates, maintenance of data, test support, Government Furnished Property (GFP) management, provisioning, and disposition of property. Field service support will include Field Service Representatives (FSRs) to provide technical assistance and complete field level repair, advise and make recommendations, orient and instruct key maintenance personnel with respect to operation, maintenance repair, and parts supply support for the PM MHTV portfolio as described. The Government will issue task orders under this overarching effort. The Vendor will prepare proposals to all task orders in accordance with agreed upon instructions to include a rough order of magnitude estimate and an Integrated Master Schedule (IMS) for each task order. In most cases, technical data for these systems ARE NOT available. The Vendor will be required, in most cases, to create source data where source data is not available or the existing data is determined by the Government to be inadequate for use. The Vendor will be required to present data requirements for Government approval as part of an Integrated Product and Process Development (IPPD) approach. All source data shall be created or modified using commercially available non-proprietary tools. All rights shall be unlimited unless otherwise stated. Vendors who believe they possess the expertise, proven capability and experience to fulfill the program/project management, systems engineering, logistics, maintenance and other in-service support services requirements herein, are invited to submit written summaries of their capabilities Do not include, attach, or send brochures in addition to your response. Respondents are requested to include company information such as: Company name, address, email, telephone number, point(s) of contact, Commercial and Government Entity (CAGE) Code, size of business pursuant to North American Industrial Classification System (NAICS) codes 336120 (Heavy Duty Truck Manufacturing), 336212 (Truck Trailer Manufacturing) and 336992 (Military Armored Vehicle, Tank, and Tank Component Manufacturing). Variants can be armored or not, with some cab armor removable (reduced) for more flexible shipboard transport. The MTVR program replaced the medium truck fleet (M809.M939) series 5-ton trucks with commercial automotive technology. The MTVR has a high-performance suspension, traction control, central tire inflation system, automatic transmission, and corrosion technology upgrades. •b) Gold vehicle integration effort •c) FNC integration effort •2) Logistics Vehicle System Replacement (LVSR) family of vehicles •a) LVSR is the Marine Corps' heavy-tactical distribution system, the LVSR Cargo variant transports bulk liquids; ammunition; standardized containers; bulk, break-bulk, palletized cargo, and bridging equipment. The LVSR Wrecker variant performs heavy wrecker/recovery missions, while the LVSR Tractor variant tows heavy engineer equipment and combat vehicles. •b) Blank •3) Aircraft Rescue Fire Fighting (ARFF) family of vehicles (P-19A, P-19R) •a) The P-19R Aircraft Rescue Fire Fighting provides rescue and firefighting capabilities to permanent and expeditionary airfields throughout the Marine Corps. The P-19R program will replace the aging P-19A series of ARFF vehicles. The P-19 R provides the MAGTF the capability to defend itself against aircraft fires caused by crashes or other causes. The P-19R may also be employed to fight structure fires in support to other elements of the MAGTF such as ammunition supply points, Petroleum, Oil, and Lubricants (POL) distribution points, or hazardous material storage facilities. P-19R is required to cool explosive ordnance, extinguish aircraft fires, protect rescue personnel, and extract aircrews •b) NFPA Standard 414 mods •4) Family of Tactical Trailers (FTT) •a) The Family of Tactical Trailers performs a wide range of mission and carries a diverse range of loads throughout the MAGTF. The program provides for the procurement and support of trailers in the light, medium, and heavy fleet in support of the Marine Corps tactical vehicle mobility capability. The following platforms make up the FTT: •1. M1102-H (Cargo), •2. M1102-MCC (Marine Corps Chassis) Light Tactical Trailers, •3. M1076 PLS (Palletized Load System) Trailer, •4. MTVR Trailer (see additional details below), •5. M870/M870A2 Heavy Equipment Trailer, Low Bed, •6. MK970 Tactical Refueler, and •7. Flat Rack Refueler Capability (FRC) -- (see additional details below) •b) Medium Tactical Vehicle Replacement (MTVR) Trailer •1. The MTVR Trailer is a modular design capable of hauling break bulk cargo, generators, QUADCON, SIXCON, ECU and engineering equipment. It will replace three legacy trailers (M149, M105, and M353) with a single solution capable of augmenting the MTVR's increased mobility without degrading its operational capabilities. MTVR Trailer will perform a wide range of missions and carry a diverse range of loads. The trailers will be able to operate in the same operational environment as the MTVR. The MTVR Trailer program will provide a modular trailer capable of augmenting the MTVR's increased mobility and lifting capability without degrading its operational capabilities. The design will be able to carry up to 11,500 pounds payload, the curb weight will be no more than 10,500 pounds and incorporate all the requirements for three trailer variants on a single chassis/bed platform design. •2. MTVR Trailer Maintenance of Data •3. MTVR Trailer ECP Development/Production (Water Dispensing Bracket, Mileage Counter, Generator, Production ECPs) •c) Flat Rack Refueler Capability (FRC) •1. The FRC is a self-contained refueling system consisting of an International Organization of Standards (ISO) configured 2500 gallon tank, an on-board pump, a filter assembly, required hoses and equipment. The FRC will be transported by the LVSR cargo variant. •d) M870 Engineering Change Proposal (ECP) Development •e) MK970 ECP Kit Development •5) Motor Transport Modifications (MTM) The Motor Transport Fleet of Vehicles provides efficient, economical and safe motor vehicle services to the Marine Corps. This program develops and applies Joint Service and Marine corps unique improvements to motor transport systems, while monitoring the commercial automotive industrial base for technology improvements. This also includes monitoring and implementation of state and federal requirements, when required. Platforms and systems supported include (but are not limited to) medium and heavy fleet of tactical wheeled vehicles, Marine Corps Transparent Armor Gun Shield (MCTAGS), and tactical trailers.
