Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-12-G-0006 to the Bell Boeing Joint Program Office on an ‘other than full and open' competitive basis to implement the Ramp Mounted Weapon System capability for 18 MV-22 Osprey aircraft. This effort is for all NRE, product support, and installation of the V-22 Ramp Mounting System into 18 MV-22 Aircraft. In addition to the aforementioned, this delivery order is to add a casing to the Ramp Mounted Weapons Systems modification Kit, part number (PN) 901-706-004-101 and to change source of supply for Receptacle Assembly, P/N 3392AS834-1, from Crane Indiana as Government Furnished Equipment (GFE) to Contractor Furnished Equipment (CFE). The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to Rolls-Royce Corporation, IN for AE1107C Production and Spare Engines in support of the V-22 aircraft. The proposed contract will consist of a base plus four options and will require delivery of the first fully qualified AE1107C V-22 engine by 2018 with final delivery in 2021. The following are the estimated quantities by Fiscal Year (FY): FY17 (36), FY18 (21), FY19 (21), FY20 (21) and FY21 (37), or other quantities as may be authorized and appropriated by Congress. The Government estimates that it will procure approximately 35 AE1107C engines for Foreign Military Sales (FMS). These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements." The Rolls-Royce Corporation is the sole designer, developer, and manufacturer of the AE1107C engine, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government requirement on a timely basis. This synopsis is for informational purposes only and is not a request for competitive proposals. Any interested parties may submit a capability statement within fifteen days after date of this synopsis publication for consideration by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
