Description
The C.W. Bill Young, Bay Pines VA Healthcare System located in Bay Pines, Florida, is seeking a qualified Architectural-Engineering firm to perform A/E services. This acquisition is a 100% set aside for Small Disabled Veteran Owned Small Business. In order to be considered for award firms responding to this announcement shall be registered in VETBIZ a Service Disabled Veteran Owned Small Business. The link to the VETBIZ site is http://www.vetbiz.gov/ Contract Information: A Firm Fixed Price A/E Design Services contract is contemplated for Project 516-15-107, Replace Boilers, Building 100, Energy Center. The NAICS code for this acquisition is 541330 Engineering Service, Size Standard is $15 Million. Eligible prime contractor firms must have a main and/or branch office geographically located within 150 miles of the Bay Pines VA Medical Center. NOTE: The DUNS Number is site-specific and division specific. Therefore, each physical location of an entity will have its own DUNS Number. Further, each separate division or branch of an entity will have its own, unique DUNS Number. Through DUNS Number linkage, these unique DUNS Numbers will roll up to the Headquarters or Office level that oversees the branch or division. The estimated construction cost range of this project is between $5,000,000.00 and $10,000,000.00 The Design Period of Performance shall be 265 calendar days. In order to be considered for award, interested firms responding to this announcement are required to be registered in the System for Award Management (SAM). Register via the internet site at https://www.sam.gov. Project Information: Provide all Design services necessary to remove and replace the three (3) 500HP boilers located in building 100, built in 1983. Design shall include a study and review of current steam system to include recommendations for any replacement, repairs and/or upgrades required for the existing heat exchanger and steam piping layout in order to support the new fire tube or water tube boiler units. The decision on the boiler type to be installed shall be reached before any aspect of the design, which is boiler type specific, is initiated. The work involves replacement of boilers, boiler control systems, safety devices, valves, steam and condensate lines, insulation removal and replacement, heat recovery systems, water softener systems, asbestos abatement and potentially lead abatement. The design effort shall provide for the following: Removal of existing fire-tube boilers and replace with water tube or fire tube boiler units. The facility peak demand is approximately 35,000 to 40,000 lb. / hr. during the winter months. New boilers must be capable of operating on #2 fuel oil and natural gas. This project will provide all services required for planning, execution, and design related to installation, electrical, mechanical work, and architectural modifications to meet the service requirements. In addition to evaluation, sizing, and replacement of all 3 - 500 HP boilers, design will include automatic boiler and burner control systems, burner management systems (flame safeguard), and data management and instrumentation systems to be incorporated into the existing Engineering Service LAN using BACnet protocol. The boiler control systems shall be as non-proprietary as possible using available marketplace technology. Complete boiler blow-down heat recovery system, steam blanketing, chemical injection systems all required safety devices, pneumatic control devices, and new stacks to coincide with new boiler configuration, steam-stop valves, header valves, and replacement of the steam reducing station and controls. Perform a comprehensive redesign and replacement of existing water softening system. Other components to be redesigned for replacement include but are not limited to valve systems for isolating various components, blow down lines, and removal of all abandoned lines and equipment for boiler operation, stacks, condensate tank, and chemical injection system for each boiler and resizing and replacement of equipment, and tank lines. The contractor shall provide design documents to replace existing steam traps with inverted bucket or F&T traps as appropriate and install a wireless steam trap monitoring system for approximately 250 steam traps that vary from 1-1/2 inch to 2-inches. The wireless system shall be integrated into Engineering Services LAN system using BACnet protocol for status steam trap status. The contractor shall perform a full visual survey of Bay Pines existing steam system including all steam traps, drip legs, and other steam stations and provide a written report of the findings. Contractor shall perform asbestos NESHAPS testing of existing of steam line insulation if the insulation will possibly be disturbed during removal and replacement of the steam traps. Selection Criteria: The A/E Source Selection Team shall utilize the following selection criteria: (1) Professional qualifications necessary for satisfactory performance of required services. (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team during both the design and construction phases. (3) Reputation and standing of firm with respect to professional performance, management, and cooperativeness. (4) Specialized experience and technical competence of the firm with the type of service required. (5) Proposed design approach, philosophy and method of implementing a sustainable design including low impact materials, energy efficiency, use of recyclables and recycling of demolished materials, anticipated problems, and potential solutions. (6) Professional capacity to perform work within the time limitations. (7) Past Performance record of performance with the Department of Veteran Affairs, and/or other Federal Government or Private Agencies. The past performance record shall include data on cost control, quality of work and compliance with performance schedules. (8) The geographic proximity of each firm to the Bay Pines Area of both the Prime Firm and any Consultants. The desired proximity to BAY PINES is 150 miles. (9) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. This acquisition is for Architect/Engineer (A/E) services, and is procured in accordance with the Brooks A/E Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. All submissions will be evaluated in accordance with the evaluation criteria. Three or more firms deemed most highly rated after initial source selection will be chosen for interviews. Qualified firms will be scheduled for oral presentations/interviews. Negotiations will be made with the highest ranked firm. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement.
