Description
The Mid-Atlantic Regional Maintenance Center (MARMC) intends to issue solicitation N50054-16- R-0002 for the execution of Non-complex, emergent and continuous maintenance on surface combatants and amphibious ships. The Government anticipates issuing a Multiple Award, Indefinite Delivery Indefinite Quantity type contract (IDIQ MAC). The North American Industry Classification System (NAICS) code for this acquisition is 336611, Ship Building and Repair, and the applicable size standard is 1,000 employees. Based on the results of market research, the Government has determined that there is sufficient small business interest and capabilities to compete this requirement as a small business set aside. The Request for Proposal (RFP) will be processed utilizing competitive procedures as outlined in FAR - Subpart 15 Contracting by Negotiation. The contractor's inspection, period of performance, and place of performance will be noted in the solicitation. The place of performance is restricted to the Norfolk, VA homeport area. A complete RFP package will be available by downloading the documents at the FEDBIZOPPS at http://www.fedbizopps.gov on or around 30 October 2015. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at http://www.sam.gov. NAVSEA intends to hold an Industry Day regarding SEA 21 Ship Repair and Modernization on Friday, October 30, 2015. The objective of the Industry Day is to continue our engagement with Industry to discuss the Navy's plans to maximize Small Business Opportunities within the Non-Nuclear Surface Ship Maintenance, Repair & Modernization Execution Contracting Strategy. This Industry Day will focus on Small Business Opportunities in the Norfolk, VA homeport area. Time: Beginning at 9:00am and concluding at approximately 11:15am Eastern Daylight Time. One-on- One sessions will be held for interested parties in the afternoon. Where: Naval Station Norfolk, Building LF-18, Granby Room, Norfolk VA Itinerary: (other than the 9:00am start time and One-on-One session start time, all times are approximate) 9:00 am EST - Government Presentation 10:00 am - Question and Answer Period 11:15 am - General Session Concludes 12:00 pm - One-on-One Sessions with the Government as requested RSVP: Interested parties are required to RSVP for the Industry Day by close of business Friday, October 20, 2015 by email to Ted Nigro at Theodore.nigro@navy.mil. The RSVP shall include the following information: Subject line: "NAVSEA Small Business Ship Repair Industry Day RSVP," and in the body of the email indicate whether a One-on-One session is requested. Please provide the attendees name, company name, e-mail address, and telephone number. Interested parties are limited to 3 attendees per respondent/company on a first come first served basis. The Government will not reimburse costs for any effort expended or any material provided in response to this announcement. The presentation slides will be made available to those who RSVP. One-on-One Sessions: These sessions will be held in the various conference rooms within Building LF-18. The intent of these One-on-One sessions is to provide Industry a private, non-public forum to present the Government with comments, concerns and recommendations for NAVSEA. Thus, the One-on-One sessions are designed to consist of mostly one-way communication (from the firm to the Government) as the Government does not intend to share contract strategy information outside of the larger and/or public forum. Companies requesting a One-on-One session must indicate such in their RSVP email. These sessions will be no longer than 20 minutes in length, may be attended by no more than 3 people per company, and will be scheduled on a first come first serve basis. The Government will inform attendees of their scheduled one-on-one session time no later than COB Friday, October 23, 2015. General Stipulations and Disclaimers: Recording of the event is not permitted. Other than the planned briefing materials referenced above, the Government does not plan to provide additional information for review and comment prior to the Industry Day. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. NAVSEA does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee costs in response to this notice are not considered an allowable direct charge to the Government.
