Description

Sole source justification. Intent to Award Sole Source: Ex Libris (USA), Inc. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Naval Medical Center San Diego intends to award a firm fixed price sole source contract under the authority of 41 U.S.C. 253(c)(1) and FAR 13.106-1(b)(1)(i), only one responsible source, to: Ex Libris (USA), Inc. 1350 E Touhy Ave, Ste. 200 E Des Plaines, IL 60018-3307 The objective of this sole source award is to acquire a subscription and service maintenance on the Voyager Library Management System. Sole source is based on proprietary reasons in that Ex Libris is the owner of the Voyager Library Management System and currently manages this database containing more than 47,000 books and DVDs. Subscription is needed to access the data contained in the current system during a migration to the new OCLC World Management System. The NAICS code for this requirement is 541511; the small business size standard is $27.5 million. This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement. All information received by 2:00 PM Pacific Time on October 28, 2015 may be considered by the Government. Responses shall be submitted to Elizabeth Sanders at elizabeth.n.sanders.civ@mail.mil. The email subject line shall state, "Naval Medical Center San Diego, "Intent to Award Sole Source to Ex Libris (USA), Inc."
