Description
The 410th Contracting Support Brigade (CSB), Regional Contracting Center (RCC), Joint Base San Antonio - Fort Sam Houston, TX has a requirement for construction of a three-story school building in Belize City, Belize. Project Description: The Contractor shall furnish all labor, transportation, equipment, materials, and any other items and services necessary to construct a new three-story school building. The new school building will include 9 classrooms (meeting room, library, computer laboratory, electrical, drafting, sewing and textiles, music, audio visual room, and science laboratory), 3 offices, male/female restrooms at each floor, kitchen, and storage rooms in each floor. The three-story school building has an approximate dimension of 35 ft. x 115 ft. Place of Performance: The project location is at Maud Williams School, Belize City, Belize. Coordinates for this site are N17.627o and W88.372o. The project site can be accessed by vehicle. Vendors shall make their own arrangements to visit the site once the pre-proposal meeting/site visit dates is provided. A date will be posted on or about 15 December 2015. An update to this notice will be issued as soon as a date for the site visit has been confirmed. Magnitude: The estimated construction cost for this projects is between, $500,000.00 and $1,000,000 U.S. Dollars. Construction Time: Estimated construction time is 360 calendar days. Offeror shall ensure it can meet this timeline since liquidated damages may be included in the solicitation. Type of Set-Aside: The applicable NAICS code is 236220, Commercial and Institutional Building Construction. This requirement will be solicited unrestricted to obtain full and open competition. Contract Type: The Government intends to award a single award, firm fixed price, for the construction of the school building referenced above. Contract award Evaluation Criteria: The Government will award a contract resulting from the solicitation to the responsible Offeror whose offer, conforming to the solicitation, represents the Lowest Price Technically Acceptable (LPTA) offer in accordance with FAR Part 15.101-2. Anticipated Award Date: This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. An update to this notice will be issued as soon as funds become available and an expected award date has been identified. Obtaining the Solicitation: The solicitation, including the sketches and specifications, will be available for download from the Federal Business Opportunity (FBO) website at https://www.fbo.gov. All notifications of changes to the solicitation shall be made through the internet only. It is the contractor's responsibility to check for any posted changes. Vendors are encouraged to pay close attention to instructions outlined in the solicitation and synopsis. Effective 01 November 2015, the Army will shut down Army Single Face to Industry (ASFI) and transition to FBO prior to the established date for release of the solicitation. Vendors may find opportunities for contracting on the FBO portal at https://www.fbo.gov. It is anticipated that the official Request for Proposal (RFP) for this procurement will be released on or about 15 January 2016. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. Site Visit: An organized site visit is scheduled for the month of December 2015. If you are interested in attending a site visit for this solicitation, please inform the Contracting Office point of contact in this Presolicitation Notice via email, no later than 5 November 2015, 12:00 P.M. (C.D.T.). Include company name, passport number or identification number, participant's name, email address, phone number, names of any additional proposed attendees, company role for all proposed attendees (prime contractor or subcontractor). Provide this information by e-mail to the following address: velia.pier.civ@mail.mil and address the subject line of the e-mail with the firm name and title: Interested Vendor for Site Visit Belize HAP 28217 project. An update to this notice will be issued as soon as a date for the site visit has been confirmed. SAM/ASFI Registration: Vendors MUST be registered in the System for Award Management (SAM). SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. Interested parties can obtain further information on SAM at web site https://www.sam.gov. There is NO fee to register for this site. All vendors MUST be registered in the SAMS database or their proposal may not be considered. Availability of Funds: Funds are not currently available for this project. Funds are programmed for this project and will be potentially available in January 2015. The Governments obligation under this contract is contingent upon availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor received notice of such availability, to be confirmed in writing by the Contracting Officer. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Belize, the Offerors must meet the following two requirements for Outside Continental United States (OCONUS): (1) DFARS 252.225-7042, quote mark Authorization to Perform quote mark - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, quote mark Permits and Responsibilities quote mark - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
