- SOURCES SOUGHT: This is NOT A SOLICITATION FOR PROPOSALS and NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. It is ONLY a market survey/request for written information only. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise related to this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is seeking interested vendors with successful past performance as well as current relevant experience including personnel, equipment, capability and bonding capacity to replace the existing Aid To Navigation (AToN) referred to here as Hog Island Channel Light. The project includes the following tasks: • Demolish and dispose of the existing tower, storing the existing equipment for later re-use on the new tower • Clean and scrape the existing bulkhead, then coating with rust converter and epoxy • Patch all spalls and cracks, and • Assemble and install the new (Government-furnished) tower The estimated value of the procurement is between $100,000 and $150,000. Bid, payment and performance bonds will be required, as appropriate. The performance period is estimated to be 1 April 2016 through 15 May 2016. Work must begin before wildlife becomes active at the specific site. The U.S. Coast Guard is considering setting aside an acquisition for this work to one of the following types of business concerns: • HUBZone Small Business concerns • Service-Disabled Veteran-Owned Small Business concerns (SDVOSB) concerns • 8(a) certified Small Business concerns • Woman-Owned Small Business concerns • Small Business concerns The applicable North American Industry Classification System (NAICS) code is 237990, which has a small business size standard of $36.5. In accordance with FAR Part 19, if your firm is one of the above small business types and you intend to submit an offer on this acquisition, please respond by e-mail to the primary contact. Your response should include the following: (a) Positive statement of your intent to submit a bid/offer for this solicitation as prime contractor (b) Statement identifying your certified small business designation (c) Evidence of bonding capacity to the maximum magnitude of the project, to include both single and aggregate totals, and (d) Evidence of performing similar work to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers. The Government will determine an appropriate set-aside based on information received by the response date ( 28 October 2015 ).
