- PWS Draft This is a sources sought for the following: The purpose of this notice is to identify companies capable and qualified to provide a system upgrade from the existing Motorola ASTRO 25 System Release 7.5 wide area trunking system to the current Motorola System Release. System infrastructure and subscribers shall continue to provide and operate in accordance with the Association of Public Safety Communications Officials Project 25 (APCO P-25) defined standards and features for 9600 bps control channel, Common Air Interface (CAI), Advanced Encryption Standard (AES) encryption, and Over-the-Air Rekeying (OTAR). All AES Encryption hardware and software/firmware shall be certified, in accordance with FIPS 140-2 series. Further, the contractor shall provide a solution that meets, or exceeds the Security Technical Implementation Guidelines (STIG) and APCO P25 standards. A "turnkey" effort is required to include the system design, the furnishing of equipment, staging, testing, training, and obtaining Information Assurance certification for the system. The contractor shall provide all equipment and services in support of the system upgrade. The contractor shall include all appropriate hardware and software upgrades/licenses for a complete turnkey migration of the system as described in the technical requirements document. The existing zone controller site, RF sites, system management subsystem and radio dispatch console subsystem shall be upgraded to maintain a fully operational Japan-wide trunking radio system. A draft performance work statement (PWS) is provided for additional reference for the requirement. The information in this notice and the attached draft PWS is based on the best and most current information available to date. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. NOTICE: THERE IS NO SOLICITATION AT THIS TIME. This request for capability information is for market research only and does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to supply the requested service, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to determine potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
