This document represents the Alliant 2 Unrestricted GWAC (Alliant 2) procurement DRFP dated 15 Oct 2015. (Not all attachments included in this document) UNITED STATES GENERAL SERVICES ADMINISTRATION (GSA) ALLIANT 2 GOVERNMENTWIDE ACQUISITION CONTRACT (GWAC) UNRESTRICTED PROCUREMENT (Unrestricted) The GSA seeking feedback on this DRFP solicitation and contract from all interested parties for the sequel to the current GSA Alliant Governmentwide Acquisition Contract (GWAC). GSA's GWACs provide the federal government access to a wide range of information technology (IT) services-based solutions worldwide. The current Alliant GWAC ordering period will expire April 2019. This document represents the Alliant 2 Unrestricted GWAC (Alliant 2) procurement DRFP. It is one of two similar GSA proposed GWACS under GSA’s Alliant 2 GWAC Program. The second proposed GWAC is the Small Business set-aside procurement, Alliant 2 Small Business (SB) GWAC, open to all classes of small businesses under NAICS 541512, Computer Systems Design Services. The Alliant 2SB draft is also scheduled for released within days of this Alliant 2 DRFP FBO posting. REQUEST FOR INFORMATION (RFI) RFI # 7 - This draft solicitation provides interested parties, including government agency end-users, an opportunity to submit feedback to the GSA GWAC acquisition team regarding the whole draft solicitation. Specific instructions on submitting feedback for consideration are included in the attachment named "Alliant 2 Draft RFP Response Template." Additionally, the GSA GWAC Program is seeking feedback for improvements to the GWAC program and contract administration of the Master Contract, including the creation and execution of objective performance metrics. The following topics are specific areas where GSA is requesting comments: · Refreshment of new Information Technology Labor Categories and Standard Occupational Classification to the GSA GWACs. · Incorporating the “required” DoD clauses under the GSA GWACs. · Cyber-Security contract language flow down to GSA GWAC Task Orders. · Application of Requirements Contract type Task Order approach under the Fair Opportunity process. · GSA GWAC-specific Transactional Data reporting. · Contractor Engagement performance-based acquisition requirements · Sustaining socio-economic goals under the Small Business Subcontracting. · Implementation of an Open Season. · Environmental reporting (Master Contract versus Task Order level). · Efficient and speedy Master Contract/Task Order closeout. This draft solicitation and contract is not a solicitation for Government services. No awards will be made from this draft solicitation. Responding with comments or questions to this draft solicitation is voluntary. The associated documents are being posted for market research purposes. Feedback to this DRFP should be submitted to A2@gsa.gov using the provided response template no later than close of business November 30, 2015. All input from industry and other interested parties is reviewed and considered by the GSA for final development of the official RFP. Questions submitted will not be individually answered during this presolicitation procurement phase. Additionally, there will be no further industry days presented or face-to-face/one-on-one meetings offered at this stage of the procurement. GSA also recommends interested parties join the Alliant 2/Alliant 2 Small Business GWAC Community on GSA Interact at: https://interact.gsa.gov/group/alliant-2-a2-and-alliant-2-small-business-a2sb-gwacs Additional information regarding updates on the acquisition schedule may be shared by the Government through this GSA Interact page up until release of the official RFP, expected in spring 2016. Amendments to this DRFP or additional attachments might be added to this FBO Special Notice within the next two to three weeks from this original posting date should the Alliant 2 Procuring Contracting Officer (PCO) find it necessary; otherwise, the subsequent RFP posted will be the official RFP. NOTE: The GSA Alliant 2 PCO recommends that potential offerors DO NOT significantly invest their company resources, specifically “Bid and Proposal (B&P) Dollars,” into developing proposals in response to this DRFP because (1) that is not the purpose of a DRFP, and (2) changes to this draft solicitation/contract are highly probable before the official RFP is released.
