- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC) BEP-IT RFQ: 15-9925 BEP-IT RFQ: 15-9925 Symantec Protection Suite Enterprise Edition 4.0 per user Renewal This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Bureau of Engraving (BEP), Office of Engraving needs to purchase continued maintenance support for Symantec Protection Suite Enterprise Edition 4.0 per user Renewal Essential, quantity 2800 licenses software support. Symantec Protection Suite Enterprise Edition is essential to protect the Bureau of Engraving & Printing (BEP) Information Technology (IT) Network and facilitate reporting requirements under the Federal Information Security Management Act of 2002 (FISMA). BEP requires the annual licensing, maintenance, and support of 2800 licenses. The Symantec Endpoint Protection client combines several layers of protection to proactively secure BEP's computers against known and unknown threats and network attacks. Symantec provide several types of protection such as Virus and Spyware Protection, Proactive Threat Protection, and Network Threat Protection. The following items are the deliverables for the quote: Symantec Maintenance and Support Renewal 1 Year: Symantec Protection Suite Enterprise Edition 4.0 per user Renewal Essential, quantity 2800 licenses software support Performance Period: Clin: 001 Item Number:4GMXOZZ0-ER1GH BAND H Symantec, 2800 Licenses, 1 Year Base period: 10/23/2015 through 10/22/2016 Clin: 002 Option 1: 10/23/2016 through 10/22/2017 Clin: 003 Option 2: 10/23/2017 through 10/22/2018 Clin: 004 Option 3: 10/23/2018 through 10/22/2019 Clin: 005 Option 4: 10/23/2019 through 10/22/2020 BASIS FOR AWARD: Award shall be made to the offeror whose quote provides the lowest price technically acceptable (LPTA) to the government. Price will be calculated as the total price inclusive of all required products and any applicable shipping charges or fees. To be considered technically acceptable, an offeror must submit pricing for all items, and must be authorized to sell Symantec products. REQUIRED QUOTE CONTENTS: All quotes shall include the following documentation/information: 1. FIRM-FIXED Pricing (FFP) for each unit, and total overall proposed price. 2. Documentation of authorization to sell Symantec Software Maintenance and Support products. (this can be a signed agreement with Symantec or a screenshot from the Symantec website showing the offeror is an Symantec Business Partner) 3. A signed and completed copy of the following clause (quotes that fail to include a signature along with the clause may not be considered for award): 4. Quotes that fail to provide all of required documentation/information may be rated as unacceptable and may not be considered for award. 5. The place of performance will be at the Bureau of Engraving and Printing's Washington DC facility located at 14th and C Streets, SW, Washington DC 20228. BEP Delivery Requirements The following DELIVERY information must be provided when scheduling delivery appointments: (1) Name of supplier/manufacturer; (2) Contract/Purchase Order #; (3) Total number of items; (4) Total weight; and (5) Date and time of delivery. Deliveries to WASHINGTON DC ANNEX BUILDING (LOADING DOCK ON "D" STREET SW, BETWEEN 13TH AND 14TH STREETS): Vendors must call the appointment hotline at (202) 874-2333 twenty-four (24) hours in advance to schedule approximate delivery times. The hotline is manned from 6:30 am to 3:00 pm Monday through Friday. A voicemail message maybe left after normal working hours. Deliveries are accepted between 7:30 am and 2:30 pm, Monday through Friday, excluding holidays. Over the road vehicles having an overall height exceeding 12'6" (3.8 meters) empty, or an overall length exceeding 40' (12.2 meters) cannot be accommodated at our receiving platform. To resolve any delivery issue, please contact Shipping & Receiving at (202) 874-1149. The period of performance will have an effective period of 30 days from the date of award, for any additional information concerning this, RFQ.
