- The Federal Bureau of Prisons, Federal Correctional Institution, Bennettsville, South Carolina, intends to negotiate a sole source procurement to secure a landfill for disposal of Municipal Solid Waste; the type of landfill collects household garbage; is regulated by state and local governments; and meets minimum criteria established by the Environmental Protection Agency (EPA). The Government intends to contract this procurement with Dillon County Landfill, County of South Carolina, 305 W. Hampton Street, and Dillon SC 29536-3335. This is a simplified acquisition with an estimated value of less than $50,000.00. This is not a request for proposal and there is no solicitation available. The proposed contract action is for services for which the Government intends to negotiate and award with only one source under the Authority of FAR 6.301(d). Any responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals, bids or quotes. Interested firms or individuals may identify their interest and capability to respond to the requirements by submitting in writing their name, address, point of contact, telephone number, business size, and a statement regarding capability to provide the specified procurement. Interested firms will be considered only if they respond with clear and convincing documentation that they are capable of meeting or exceeding the requirements stated herein at a cost significantly more advantageous than the contractor named. All responses received within seven calendar days after the date of publication of this synopsis will be considered by the Government.
