- This serves as a "Notice of Intent" of the Naval Sea Systems Command, Program Executive Office Littoral Combat Ships (PEO LCS), to issue a sole-source Basic Ordering Agreement (BOA) to BAE Systems Information and Electronics Systems Integration Inc., 65 Spit Brook Road, Nashua, NH 03060-6909 to perform system repairs and design agent engineering services in support of the AN/SQQ-32(V)4 Minehunting Sonar Set System, High Frequency Wide Band (HFWB). This includes providing technical support, analysis, design, fabrication, modification, logistics support, equipment, training, test support, and support equipment as specified in individual task orders. The estimated ceiling for cumulative orders to be issued under the BOA is $9.5M. The ordering period under this BOA is estimated to end in April 2021. Orders will be issued pursuit to 10 U.S.C. 2304(c)(1). Successful completion of this effort requires intimate knowledge of AN/SQQ-32(V)4 Minehunting Sonar Set System, High Frequency Wide Band (HFWB). BAE Systems Information and Electronics Systems Integration Inc. has been the prime contractor on HFWB since it was awarded a competitive production contract to deliver AN/SQQ-32(V)4 systems to the Navy in 2009. BAE Systems Information and Electronics Systems Integration Inc. is the only known source that possesses the necessary knowledge of design and operational requirements and the capability and expertise required to provide these supplies and services in a sufficiently accurate and timely manner. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submitted proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed BOA based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies interested in subcontracting opportunities should contact BAE directly. No reimbursement will be provided for any costs associated with providing information in response to this synopsis or any follow-up information requests.
