Description
Performance Work Statement (PWS) DRAFT ONLY THIS SOURCES SOUGHT IS FOR INFORMATIONAL AND MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL, NOR IS THIS A SOLICATION IN ANY FORM. Any response to this sources sought is strictly voluntary and is not a commitment by the government. The government will not reimburse any responders for any cost incurred for their participation in this sources sought. The government does not guarantee that any action will be taken beyond this notice. It is the responsibility of the responder to monitor the Federal Business Opportunities (FedBizOpps) website for any additional information pertaining to this requirement. Requirement: The purpose of this sources sought is to identify which sources can provide the primary objective of this contract, which is to coordinate the review or revision of CNGB and non-federalized NG doctrinal equities with all NGB elements, National Guard Joint Force Headquarters-States and National Guard Bureau-sponsored Advisory Councils. Additionally, this effort provides joint doctrine knowledge and support to the NGB Joint Staff for Joint Planning Execution Community's (JPEC) review of Combatant Commands contingency, campaign, operational or theater security plans. The attached draft PWS is subject to change prior to the release of a solicitation, if a solicitation is released. Instructions: 1. All responders must provide their full organizational name, CAGE code, DUNS number, complete address, full address, and point of contact (POC), POC first and last name, POC telephone number and POC email address. 2. All responders should indicate any small business qualifications pertaining to North American Industry Classification System (NAICS) code 541611. 3. Interested sources should submit all capabilities, experiences, and/or qualifications electronically to the contracts specialist prior to Wednesday, 23 October 2015, 08:00 AM. Interested sources should, at a minimum, address the following questions: a. Describe briefly the capabilities of your company and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure. b. Describe your company's past experience on previous projects similar in complexity to this requirement. More specifically, does your organization have a history of providing these services [ASDMCNNA1] ? Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (contracting officer or program manager). c. Describe your company's capabilities and experience in fulfilling the requirements listed within the attached PWS. Identify the processes and personnel that led to successful efforts in this area. d. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9000, QS-9000, EIA-599, etc.). e. Describe your capabilities and experience in managing this type of project, including subcontractor involvement. Include any experience in project planning, work breakdown structures, resource allocations, schedule tracking, risk analysis, and cost management. f. Describe your capabilities and experience in providing these services to military customers, particularly at the service and joint staff levels. g. Does your organization have the potential key talent already on staff or would the organization require a solicitation of talent? How do you attract and retain key talent (i.e., critical, skilled labor) and how are key personnel replaced when needed? h. Describe your organizations accounting and estimating systems and procedures. How you're your organization account for costs, and does your organization have an audited system? i. Does your organization employ a secured and approved facility to perform Secret activities [ASDMCNNA2] Do your organization's employees contain a Secret clearance?
