Description
NAICS Code: 423450, Laboratory Equipment, Dental and Medical, Merchant Wholesalers. The U.S. Environmental Protection Agency (EPA) / Office of Research and Development (ORD) / National Health and Environmental Effects Laboratory (NHEERL) Research Cores Unit (RCU) provides research support for NHEERL scientists and their diverse genomics needs including: transcriptome, (mRNA analysis) epigenome (small RNA analysis, Chip-seq analysis) and genome analysis (amplicon analysis). The NHEERL Genomic Core lab has been equipped with an integrated Illumina HT HiSeq2500 sequencing system, smaller bench top Illumina Next Seq500 and Illumina MiSeq sequencers as well as Illumina HiScan microarray system which provides comprehensive high throughput genomic services to EPA scientists. EPA/ORD/NHEERL requires a fragment analyzer to perform rapid and accurate analysis nucleic acid quality before microarray and sequencing analysis on their instruments. The fragment analyzer must have the following specifications: 1) - Can run at least at least three 96-well sample plates (288 samples) unattended without any user intervention or additional robotics/liquid handling required; 2) - Has dynamic range from 35-40 000 bp for Ds DNA, total RNA and mRNA; 3) - Has sensitivity 5pg/ul; 4) - Can perform simultaneous, parallel injection of at least 96 samples at once from a 96-well plate; 5) - Is able to analyze nucleic acid amplified without use of fluorescent primers; 6) - Perform automated flushing between every injection cycle to eliminate sample carryover; 7) - Has flexibility of changing run modes to adjust for resolution and speed needed; 8) - Has a data analysis software package capable of sizing, quantification and report generation. EPA has made the determination that the fragment analyzer manufactured by Advanced Analytical Technologies, Inc. is the only analyzer that meets all of these requirements. The intent of this synopsis is to state the Government's intention to sole source this acquisition to Advanced Analytical Technologies, Inc. for a fragment analyzer automated CE system. Therefore, no solicitation (RFQ) is available. The circumstance permitting Other than Full and Open Competition is FAR 6.302-1 Sole Source, Only one responsible source and no other supplies or service will satisfy agency requirements. All interested parties who believe they can provide the required product should fully explain their capabilities and qualifications in writing within 7 days from the date of this announcement. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored. Offerors must submit all technical questions / responses concerning this synopsis electronically through FedConnect. Notices of any modifications to this FBO procurement announcement, including Requests for Proposals and amendments, will be posted using the FedConnect web portal.
