Description
This posting is a "Request for Information" (RFI) as part of a market research gathering effort to assist in the possible development of a U.S. Customs and Border Protection (CBP) requirement. This RFI will close November 13, 2015 at 12noon, EST. This is NOT a request for proposals and any information submitted in response to this posting will NOT result in a contract award. NOTE: RFI responses will NOT be shared with other industry suppliers and will solely be used as part of the contract planning process. If you have clarification questions regarding the information in the RFI, please email them (do not call) to tina.j.hudson@cbp.dhs.gov by 430pm, EST on November 2, 2015. The questions will be forwarded to the appropriate person for answering, and then a written response to the question(s) will be provided. Posted below this paragraph is a Draft Statement of Work containing a description of the possible requirement. DRAFT Statement of Work (SOW) REQUEST FOR INFORMATION (RFI) College Credit Recommendation Service 1. OBJECTIVE: To procure a vendor to perform college credit review of Customs and Border Protection (CBP) courses at academies, training centers, and worksites. This college credit review will allow CBP employees who successfully completed these programs to receive college credit towards a degree. 2. SCOPE: The vendor shall assess CBP training courses with the intention to award college credit for these programs. The college credit recommendation review services may be for, but not be limited to, any combination of services to include, preliminary and detailed review of curricula; developing cost estimates; conducting field/site visits or virtual course reviews; preparation of technical reports, studies, surveys; student transcript services; marketing support, and college partner development that are outside the traditional university classroom along with a variety of related support services (Paragraph 4d below). 3. REQUIREMENTS: Customs and Border Protection requires college credit recommendation review services to support CBP employees with college credits upon completion of CBP courses. A. Technical (1) Work will focus on assessing CBP training courses for college credit recommendation. (2) Complete all tasks assigned, as required, these task may include consulting services, preparation of briefing material and other support/products services. (3) The resulting college credit recommendations shall be recognized by U.S. regionally accredited colleges and universities (4) Personnel working on this contract must have a favorably adjudicated background investigation (BI) or single scope background investigation (SSBI) prior to commencing work on this contract. B. Management (1). Maintain qualified personnel staff (2). Timely reporting of task and deliverables (3). Maintain clear and concise communication with staff and customer 4. TASKS: a. College credit recommendation (Ref. SOW, paragraph 5, No. 2): Vendor shall review CBP courses to recommend college credits of these courses. Approved college credit recommendation program shall be assigned at the appropriate level of associate, bachelors, masters, and/or advanced academic. b. Registrar/Transcripting Services (Ref. SOW, paragraph 5, No. 4) c. Status Reports (Ref. SOW, paragraph 5, No. 5). d. Additional student support services, including but not limited to... (1) Program marketing support (2) Student advisory support (3) University partner development (4) Coordination of virtual and/or on-site college/university fairs for CBP employees. 5. SPECIFIC DELIVERY SCHEDULE: Table 1 No. Item Description Timeline 1 Document Review - Eligibility and Application Materials CBP provides course syllabi and schedule to contractor with our IDIQ order requesting a college credit recommendation review (Course Review Application) Contractor provides feedback to CBP regarding the "review readiness" of said course. 30 days from receipt of required documents from CBP 2 Notification Letter - Review Results (Ref SOW para. 4a) Approval or Disapproval letter sent to CBP from results of course review indicates the granting or failure to grant a credit recommendation along with rationale for each. Additional steps to gain a credit recommendation along with any time deadlines to be provided in case on non-granting of a credit recommendation. 30 days from completion of all reviews related to: (1) required documents submitted by CBP and (2) site visit for complete course reviews conducted by contractor. 3 Follow-up Review of previously approved course(s) having undergone changes. Contractor remotely reviews changed course materials submitted by CBP, issuing notification confirming college credit recommendation for remainder of the recommendation life time. Notification of review outcome 20 days from time all required documents submitted by CBP. 4 Registrar/Transcripting Services Contractor shall provide this services for CBP employees that have successfully completed a course holding a college credit recommendation. •(1) Seven (7) business days from the receipt of the approval letter; and 5 Status Report (monthly & contract year rollup) Contractor provides the Contracting Officer's Representative (COR) a monthly status report of (1) itemized schedule of upcoming reviews, on-site support activities including but not limited to academic fairs for contract period; (2) itemized summary of student support services including but not limited to (2a) number client contacts, (2b) number of participant transcript requests, (2c) number of transcripts delivered to participants and educational institutions/listing institutions, (2d) number of academic or career plans issued to CBP participants; (3) summary of marketing support to CBP; (4) any recommendations for improving services. Each monthly report shall provide the report for that month and, by category, the summarization for the contract period. The last report for a given contract period shall have the rolled up status summary for the contract year. •(1) Status report shall be submitted by the 10 th day of each month, beginning in the month after contract finalization. •(2) The final report shall be submitted with final invoice for 6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION: None 7. PLACE OF PERFORMANCE: Vendor's location 8. PERIOD OF PERFORMANCE: Base year and four (4) one-year option periods. 9. SECURITY CLASSIFICATION: Unclassified 10. TRAVEL (ODCs): Travel will be required to support the tasks identified in this SOW. NOTE: CBP will provide a Not-to-Exceed amount. 11. CONTRACT TYPE: It is anticipated that the award will be a hybrid, firm fixed price/labor hour, indefinite delivery/indefinite quantity contract.
