- J&A Exception to Fair Opportunity Memo ENBOSS is an information system for management and planning of engineering and base operations support for the U.S. Army Reserve. The services provided include: daily application and system infrastructure maintenance, software modification, web enabling, documentation of Government developed software, and the interfacing of these applications within Department of the Army. ENBOSS provides the Reserve Installation Management Community and senior leaders critical information needed to enhance their decision making process for the Base Operations, the planning and programming workflow of real property management, and funding distribution. The ENBOSS suites are information system technologies and methodologies that allow access to systems, between the user levels at a major command to the Department of the Army-OCAR level, and provide the information needed to analyze workflow data, respond to questions, and make policy decisions at the major command and installation level. ENBOSS provides data and analysis support to Headquarters, US Army Reserve Command, and the Army National Guard
