- RFI DRAFT Schedule Attachment I DRAFT solicitation This is a Request for Information (RFI) for market research purposes ONLY. The Defense Logistics Agency Energy (DLA Energy) is exploring alternative solutions and determining industry capabilities. In accordance to FAR 15.201(e), responses to this RFI are not offers and CANNOT be accepted by the Government to form a binding contract. This RFI is issued solely for the gathering of information and planning purposes and does not constitute a solicitation for proposals. Any response to this notice will be treated as information only. All responses received may be held for an extended period of time or destroyed. In no case will any responses be returned to the originator. DLA Energy will not provide reimbursement for costs incurred in responding to this RFI as all costs associated with responding to this RFI will be the sole responsibility of the responding party. Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. Responses to this RFI do not bind DLA Energy to any further actions related to this topic. There will be a question/answer period provided giving the opportunity to ask any questions (not limited to the listed questions below) and a cumulative response given. Please provide all questions NLT 23 October 2015 to the below points of contact, the cumulative response to be posted by COB 29 October 2015. The primary purpose of this RFI is to generate interest, address concerns, and to develop a fair and competitive environment. The RFI will close 30 October 2015. Information will be accepted after 30 October 2015 however, no expectation of a response shall be anticipated after 30 October 2015. The attached DRAFT solicitation is provided for review. In addition to any questions your company may have please also address the following: 1. Does your company participate in any socioeconomic programs/small business programs? If so please state what program(s). Please provide DUNS. 2. Are you a refinery? 3. Has your company participate in any current or previous Government contracts of similar requirements listed in DRAFT solicitation? (Please provide DUNS) 4. Looking at the DRAFT solicitation; what barriers did your company observe that would prevent your company from participating in the upcoming Korea Direct Delivery Fuel program Request for Proposal (RFP)? 5. Looking at the DRAFT solicitation; did your company notice significant errors in the description of a location your company is familiar with? Can you identify by CLIN what is incorrect and what would better describe the location/environment? 6. Looking at the DRAFT solicitation; is your company familiar with the quantities indicated? If yes, are they historically accurate?
