- Modification 1 for W912DY-15-T-0305 Solicitation RFP Letter The Government provides training courses that are managed through the US Army Corps of Engineers Learning Center (ULC) in Huntsville, Alabama. These courses require technical or specialized information taught by experienced and or certified instructors at Government or Military facilities or educational institutions to help fulfill the mission. Public Involvement (91). Course Background. This contract is to provide training instructions in the area of Public Involvement. This course provides the student with a broad-based understanding of the dynamics of communicating with the public concerning USACE agency activities. Attention is given to the rationale for public involvement in Corps of Engineers activities and to present basic communications and group process techniques to enable Corps employees to more effectively interact with the public. The Public Involvement course shall consist of 36 hours (4 ½ days) of classroom instruction combined with case studies, small group exercises, field trips and other interactive methods to provide maximum exchange of ideas and information. The contractor shall ensure that an acceptable Instruction System Design (ISD) model is followed to develop, update, or revise course instructional materials. See Attached W912DY-15-T-0305
