- PWS Special Notice: Request for Information (RFI) SOL-R5-16-00001 NOTICE: This is not a solicitation but a Request for Information for market research purposes ONLY. Submitted information will assist Environmental Protection Agency (EPA) Region 5, United States with internal acquisition planning, improving the Performance Work Statement (PWS), obtaining market information assisting with set-aside decisions, determination of appropriate level of competition and/or possible small business subcontracting goals. THIS IS NOT AN ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. No telephone calls requesting a solicitation will be accepted or acknowledged. The Water Division (WD), Ground Water Drinking Water Branch requirement includes technical assistance and capacity development services to develop and build the necessary technical, managerial and financial capacity of Public Water Systems compliance with the objectives of the Safe Drinking Water Act for eleven tribes located in the State of Minnesota and eleven tribes in the State of Wisconsin. The proposed North American Industry Classification System code is 541620 "Environmental Consulting Services" with a small business size standard of $15 million. The associated product service code is R425, "Support- Professional: Engineering/Technical". The procurement strategy will be determined in part by the responses to this notice. The Agency intends to issue a solicitation in January 2016. In the eventuality that a solicitation is issued, offerors must be registered in the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/ to be considered a Responsible Offeror and be eligible for award. In March 2016, the Government anticipates awarding ONE hybrid performance-based service contract with firm-fixed-price task contract line item numbers, negotiated fixed price tasks orders, and for uncertain incidental actions Time-and-Material Other Direct Costs. The anticipated award may have a one-year base period, and four (4), one-year option periods, for a total possible five-year contract. The estimated dollar value over the life of the contract is between $500 million and $2.5 million. All interested parties believing they can provide all necessary personnel, materials, equipment, and services in support of the performance requirements, objectives and standards delineated in the attached draft Performance Work Statement are invited to submit documentation supporting their capabilities. Capability Statements submitted should provide a brief description of the company ¿s ability to perform all the requirements of the PWS, delineate teaming or subcontracting effort, roles and responsibilities between parties, be no more than 10 pages (5 double-sided pieces of paper), and be submitted in common electronic software formats such as Microsoft or Adobe. Additionally, interested parties are encouraged to provide feedback for Agency consideration on the attached draft Performance Work Statement and propose sustainability capabilities in relation to the performance of work. The draft PWS is not in final form and is subject to change based upon comments and feedback received from this RFI. If interested parties are not registered the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/, submit organization information such as complete name, address, contact, Duns & Bradstreet Duns number or Tax identification number, and business size standard for the above referenced NAICS, (i.e. large, small, certified HUB Zone, small disadvantaged, woman-owned, veteran, service-disabled veteran-owned, or 8(a) small businesses concern). Respondents to this request will be retained in a file and subsequently provided a copy of the formal solicitation when issued. Do not submit pricing information in response to this RFI.
