- SYNOPSIS The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) intend to issue a sole source contract to ViaSat, Inc., 6155 El Camino Real, Carlsbad, CA 92009. This acquisition is for Air Mobility Command (AMC) VC-25 Drop-in Commercial Wideband System (CWS) Service. The proposed contract action is to provide managed network services for global Ku and Ka band service at varying data rates, including space segment, teleport, terrestrial connectivity, network management, frequency clearances, and Network Operations Centers (NOC) services. The AMC VC-25 CWS utilizes a ViaSat KuKarray antenna and ViaSat modem which utilizes proprietary communications waveforms that operate only with ViaSat subscription services. ViaSat is currently the only provider capable of meeting AMC's required service data rate using the CWS with of a minimum of 20 megabit per second (Mbps) forward link (FL) and 3 Mbps return link (RL) when operating in the Continental United States (CONUS)and Europe. The subscription shall offer broadband services within the global ViaSat network with 4 Mbps for the FL and 1 Mbps for the RL when operating outside the CONUS and Europe. The service shall utilize Ku and Ka bands and switch seamlessly between satellites, beams, and bands when aircraft is in flight. A request for a written proposal is expected to be issued Novemeber 02, 2015. Anticipated award date is December 18, 2015. The resultant firm-fixed price contract will be for a 1-year base period and two 6-month option periods. The government requires the contractor to provide a user management portal that allows communications officers on board the aircraft and in the Government NOC (GNOC) to view operational status of the network. The contractor shall be capable of collecting and delivering the near real-time monitoring, fault/incident/outage reporting, and information access to ensure effective and efficient operations, performance, and availability consistent with commercial best practice. The contractor shall also immediately report faults, incidents, and outages. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies that can provide this service must indicate their interest in writing within 7 business days of this advertisement. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.
