- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY AND DOES NOT CONSTITUTE A COMMITMENT, IMPLIED OR OTHERWISE, THAT THE DEFENSE LOGISTICS AGENCY (DLA) DISTRIBUTION WILL TAKE PROCUREMENT ACTION IN THIS MATTER. FURTHER, DLA DISTRIBUTION WILL NOT BE RESPONSIBLE FOR ANY COST INCURRED IN FURNISHING THE INFORMATION REQUESTED. THIS ANNOUNCEMENT IS FOR FORMAL MARKET RESEARCH ONLY AND SHOULD NOT BE CONSIDERED A REQUEST FOR PROPOSAL (RFP). Background The DLA Distribution J7 Acquisition Management Office is conducting market research to determine the extent of small businesses capable of performing Tracker Lite Requirements Analysis and Maintenance Support to improve transportation financial management (TFM) processes and their associated automated tools and controls thereby enhancing the stewardship of transportation expenditures. DLA Distribution and other Transportation Offices (TOs) utilize numerous Transportation Account Codes (TACs)/Lines of Accounting (LOA) that are owned by DoD and non-DoD organizations for the allocation of transportation expenditures. The Logistics Tool Suite (LTS), and specifically for DLA Distribution the Tracker Lite application, is a Value-Added Intermediary (VAI) in the transportation billing process that allows DLA and other organizations to improve transportation expenditures stewardship and provide the necessary functionality required for the correct citation of TACs. Further, the implementation of the LTS and the Tracker Lite application has eliminated the need for all future Software Change Requests (SCRs) for Transportation Management Systems (TMS) related to changes in LOA formatting, e.g. Standard Financial; Information System (SFIS)/Single Line of Accounting(SLOA). It has also improved DLA's financial data quality and added significant financial flexibility to meet our customers' TFM needs. Any follow-on procurement strategy will be based on the results of the information provided from Offerors and available funding. Scope The Contractor will be responsible for providing Tracker Lite Requirements Analysis and Maintenance Support in order to achieve DoD Financial Improvement and Audit Readiness (FIAR) goals. Support services are required to provide technical recommendations for improving and enhancing the classification and execution of transportation expenditures, improving data quality, assisting in the identification of incorrect usage of TACs, assisting in the identification of potential over, duplicate, or fraudulent payments, and improving the cost effectiveness transportation services provided. The Contractor shall also provide configuration and maintenance of existing web-enabled transportation payment tools; development and maintenance of DLA-specific business rules for existing web enabled budget analysis and third party billing payment processing tools, which will be used for analysis of transportation expenditures data to identify policy violations and recover unauthorized expenditure of DLA-managed funds. The anticipated North American Industrial Classification System (NACIS) code for this acquisition is 541512. In order for DLA to properly gauge the capability of the small business community, interested concerns must provide: a) A capability statement (limited to 10 pages in length, singled-spaced, 12 point font minimum) demonstrating the ability to perform the efforts above. This statement should specifically describe your firm's ability to provide adequate staffing to perform the requirements above. b) Relevant Experience (limited to 5 pages) within the last five (5) years, including contract numbers, indication of whether a prime or subcontractor, contract value, contract type and pricing structure, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced is relevant to the scope of work described above. c) A description of how they will provide personnel from the following labor category with the specific skills and experience noted in this section (limited to 5 pages); Senior Systems Analyst • Extensive knowledge of the following software/program applications: LTS and more specifically the Tracker Lite application, DoD approved Third Party Payment System (Syncada), and Transportation Global Edit Table (TGET); • Knowledge of general Government Accounting Processes and Procedures and Transportation Working Capital Fund (TWCF) Billing Process and Procedures; • Technical expertise in defining and analyzing project requirements and supporting the development of system and programming specifications; • Proficient at database management; • Demonstrated ability to perform research, critical analysis, and assist with resolution of problems; • Ability to apply industry knowledge to determine the accuracy and reasonableness of requirements data; • Excellent verbal and written communications skills and leadership abilities; and • Demonstrated ability implementing and maintaining full life cycle development All small business sources capable of providing these services are encouraged to respond to this SOURCES SOUGHT announcement via email by submitting their responses to Eric Berns; Contract Specialist via email at eric.berns@dla.mil by October 26 2015 12:00, p.m. EST.
