Description
FOR INFORMATION ONLY: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this SYNOPSIS should be submitted in writing via email to the Contract Specialist as noted below. It has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by the SBA Seattle District Office, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. The award will be made to the Lowest Priced Technically Acceptable (LPTA) proposal. The USACE Seattle District has a requirement for the construction of a Regional Flight Center consisting of a one story administration office area surrounding two sides of a high bay hangar with three fixed wing aircraft bays. The administrative office area is approximately 6400 Square Feet (SF) with a hangar area of 13,600 SF, for a total building area of 20,000 SF. Foundations are typical spread footings with a concrete stem wall. The structure is both steel frame and CMU block bearing walls with brick and metal panel siding system exterior walls. The roof is a combination of low slope and standing seam metal roof over the office areas, and a standing seam metal roof on a bowed steel truss over the hangar bays. The hangar has a multi-section rolling door with translucent panels. Translucent panels are also used on the high bay walls for day lighting. Interior finishes are typical commercial grade finishes. The project includes minimal site work, including a concrete hangar apron, sidewalks, security fencing, utility hookups and landscaping. The project shall be certified LEED Silver. The construction costs of this project will be subject to Federal Acquisition Regulation (FAR) 36.204 - Disclosure of the magnitude of construction project between $5,000,000 and $10,000,000. The completion period is not to exceed 365 calendar days after NTP. The NAICS code for this project is 236220 with a small business size standard of $36.5M. The solicitation will be a Design-Bid-Build (DBB) competitive Request for Proposal (RFP) in accordance with procedures outlined FAR Part 15 and will include non-price and price evaluation factors. A firm-fixed price contract will be negotiated as a result of the solicitation.
