Description
Introduction: Entrance Mat Rental Service for Wilmington VA Medical Center The purpose of this Sources Sought Notice is to search for qualified vendors capable to supply, clean and replace floor mats at entranceways throughout the medical center on a weekly basis for the Coatesville VA Medical Center campus. The associated NAICS codes are 561740, Carpet and Upholstery Cleaning Services, with a business size standard of $5.5 million. This sources sought is for market research purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this sources sought. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The intent of this action is to obtain market research information on the ability for vendors to supply, clean, and replace all floor mats for the Coatesville VA Medical Center. The contractor must be able to provide the following: Required Work: a.The contractor shall provide all labor and equipment and shall be responsible for collecting, cleaning and replacing all mats throughout the medical center. Replacement documentation /certification must be provided. (I.e. once mats are changed out verifying locations changed). b.Contractor shall maintain liability insurance throughout the term of the contract following all pertinent federal and state regulations with regard to cleaning and storing floor mats. All equipment must comply with applicable safety standards, including OSHA. c.While on VAMC premises, contractor employees will wear a company uniform and a visible identification badge which contains a photograph of the employee. All contractor vehicles and collection bins will be clearly identified with the company's name. d.The contractor will provide the services identified in this contract between the hours of 7:00 AM and 3:00 PM, Monday of each week, except when a legal holiday falls on said day, in which case service will be provided Tuesday. e.The contractor will provide at least 48 hours' notice if for some unforeseen circumstance they will be unable to keep the scheduled date for service. f.The contractor will be responsible to ensure contractor employees providing work on this contract are fully trained and completely competent to perform the required work.The contractor is also responsible for completing background investigations on all personnel who will be on site. The results of the background investigations must be furnished upon request and be available to the Chief of Information Security Officer; maintained by COR. Equipment: The contractor shall provide mobile equipment to do mat exchange Carpet Specifications. At a minimum, the mats provided shall meet the following specifications: Yarn - Shall be brand name or equal to Solutia's Ultron Branded, A-Grade Continuous Filament, Type 6,6 Nylon. Twist - Each strand of yarn shall contain at least two plys of fiber that have been twisted individually 6 turns per inch and then twisted together at 6 turns per inch. The yarn shall then heat set to permanently maintain the hard twist. Weight - 23 oz. per square yard (at a minimum). Static Control - Shall satisfy IBM test requirements (at a minimum). Primary Backing - shall be non-woven fabric 3.8oz/square yard. Rubber Backing - shall be 100% nitrile rubber for safety. Flammability - Shall satisfy the FF2-70 standards for surface flammability of small carpets (at a minimum). Color - Shall be charcoal heather. *MATS SHALL BE DELIVERED AND INSTALLED EVERY WEEK INCLUDING CLEANING AND SANITIZING. Quantities: The medical center reserves the right to increase or decrease the quantity of material. As they may vary from listing provided below: "2 each3' X 4' Mats "1 each3' X 10' Mat "46 each4' X 6' Mats "4 each4' X 8' Mats "19 each4' X 10' Mats "2 each4' X 15' Mats "15 each6' X 10' Mats "1 each6' X 12' Mat "2 each6' X 15' Mats Requires Mat placement at various locations across the VA Medical Center Campus. Additional Requirements: 1.National Holidays: The ten holidays observed by the Federal Government are: "New Year's Day "Martin Luther King's Birthday "Memorial Day "Independence Day "Labor Day "Columbus Day "Veterans Day "Washington's Birthday "Thanksgiving Day "Christmas "And any other holiday specifically declared by the President of the United States to be a national holiday.
