- Attachment J - Budget Template Solicitation The basic function of the PLSO is to act as a liaison to and facilitate communications between the Implementing Partners (IP) operating in Kenya in order to enable the IPs to better use and share publically available security information so that the IPs are better informed about their own security. This will entail proactive engagement including meetings, site visits, and written communications.
