Description
THIS IS A REQUEST FOR INFORMATION (RFI): Performance Work Statement for QuantStudio Real-Time PCR Instrument 1. Background and Objectives This effort is in support of the WRAIR Experimental Therapeutics (ET) Division, Military Malaria Research Program. The Department of Drug Discovery requests the purchase, delivery, installation of, and training on QuantStudio Real-Time PCR Instrument. This system will provide highly sensitive and specific molecular analysis results in support of missions of Experimental Therapeutics Division. Therefore, this instrument system will be a critical asset to support the research mission of ET Division. Background: The supplies covered in this document include one QuantStudio real-time PCR instrument. The instrument is offered as a package to include the necessary hardware, software, installation, and training to enable proper use and maintenance of the equipment. Failure to purchase/install this instrument will dramatically impact ET Division's mission. Objective: To obtain an real-time PCR instrument that can prove highly proven performance to support molecular analysis capability of ET Divison. 2. Scope of Work a. The contractor shall provide the delivery, installation, and training on the QuantStudio real-time PCR instrument. b. The contractor will ensure that the instrument is tested and functional upon installation. c. The contractor will make sure that no parts of the equipment are missing, undelivered or damaged and that the instrument as a whole is delivered, complete and functional. d. The contractor will ensure that all appropriate users are trained on the QuantStudio real-time PCR instrument. e. The contractor will ensure the maintenance section is trained on general and preventive maintenance on the QuantStudio real-time PCR instrument. f. Contractor will ensure that all tasks related to the scope of work are completed and confirmed by the WRAIR Medical Maintenance and Division POC/COR. The Contractor / Vendor will meet the minimum essential characteristics specified below for the QuantStudio real-time PCR instrument. h. Contractor will notify COR of all dates and times need for transfer of the new QuantStudio real-time PCR instrument for allocation of loading dock times. 3. Deliverables/Schedules a. The contractor will be required to produce and deliver the following: i. Contractor will provide training material in the form of user manuals and Power Point slides of the training to the WRAIR POC/COR. ii. Contractor will deliver the QuantStudio real-time PCR instrument, install and train the respective users in the division of Experimental Therapeutics to meet the minimum essential requirements listed in the scope of work. iii. Contractor will ensure the QuantStudio real-time PCR instrument is working upon installation completion. iv. Contractor will coordinate with COR to ensure loading dock is free and has access to deliver the QuantStudio real-time PCR instrument. b. Place of Delivery All deliverables under this contract consisting of reports, data and other documents shall be delivered to the WRAIR technical point of contact in the Division of ET WRAIR lab 2N48, 503 Robert Grant Ave., Silver Spring, MD 20910. Minimum Essential Characteristics for QuantStudio Real-Time PCR Instrumnet a. The QuantStudio real-time PCR instrument's dimensions are 53 X 70 X 75 cm (W X D X H). b. The instrument must support both 96-well, 384-well plate, and qPCR microfluidic cards for reaction. c. The instrument must detect 6 excitation (450-670 nm) and 6 emission (500-720 nm) wavelengths. d. The instrument must be able to export result in.txt or Excel file formats. e. The instrument must have security and auditing features that assist with 21 CFR Part 11 compliance. f. The instrument must have the temperature uniformity within ±0.5°C., g. The instrument must have up to 0 logs of linear dynamic range for data analysis. h. The instrument must be equipped with a software that support following functions: 1. In vitro diagnostic (IVD) test are controlled by a Test Definition Document (TDD). 2. Reagent and sample information can be tracked by assay for quality control purposes. 3. Reagents and other critical information can be entered by barcode, and sample information can be uploaded. i. The instrument must be able to run following applications: Standard curve, comparative Ct, genotyping, HRM (with license), melt curve, gene expression, qualitative and quantitative assays. j. The instrument must have high resolution that detect as little as 1.5-fild change in target quantities in singleplex reaction. k. Purchase of the instrument must include a one year warranty with a full service plan. Interested vendors please contact Sharew Hailu prior to the listed close date.
