Description
REQUEST FOR INFORMATION (RFI) I. BACKGROUND AND OBJECTIVES National Security Technologies, LLC (NSTec), as a contractor and technical agent for the federal government, is seeking information on intrinsically safe, commercial off the shelf (COTS) Infrared Analysis Devices (IAD) for Standoff Chemical Detection. The detection must be for emergency response applications to be used by the first responder communities. Detection must be for standoff chemical detection of gas phase vapors based on identification of infrared spectral signatures (using comparisons to built-in spectral libraries). Set up and operation of equipment must be quick, and suitable for emergency response field deployment environments. Applications include detection of toxic industrial compounds (TICs), chemical warfare agents, and other volatile chemicals of interest to emergency responder communities. Once eligible equipment has been identified, additional information will be requested. The Department of Homeland Security (DHS) Authorized Equipment List (AEL) item number for this equipment is (AEL/SEL Number: 07CD-04-DCSO Title: Detector, Stand-Off, Chemical). The target audience for this information is the emergency responder community. All submittals should be about commercial off the shelf (COTS) Infrared Analysis Devices (IAD) for Standoff Chemical Detection that meet the specific needs for this target audience. The Department of Homeland Security (DHS) Science and Technology (S&T) Directorate established the First Responders Group (FRG) as the Department's primary interface with the first responder community. DHS established the System Assessment and Validation for Emergency Responders (SAVER) Program to assist emergency responders making procurement decisions. Review of information is being performed for the DHS SAVER Program to update information in the technology area for standoff IR devices for chemical detection. SAVER aspires to be the preeminent source of information for assessment and procurement data on first responder technologies. The SAVER Program conducts objective assessments of commercial equipment and systems, and provides those results, along with other relevant equipment information, to the emergency responder community in an operationally useful form. Information provided by the SAVER Program will be shared nationally with the emergency responder community, providing a life- and cost-saving asset to DHS, as well as to Federal, state, and local responders. SAVER Documents may be viewed at the First Responder.gov website. II. SUBMISSION OF INFORMATION Respondents are required to provide the following information: 1. Company name, address, and website; 2. Business type (manufacturer or distributor) and Business size based on NAICS Code 334519, Size Standard, 500 Employees. 3. Point(s) of contact's name, title, phone number and e-mail address; 4. Product name(s), description, operational requirements, images, specifications, certifications and relevant First Responder applications (as attachments or websites) and availability (i.e., typically delivery time or expected date of commercial availability) 5. List of current First Responder communities the product serves By providing information in response to the RFI, you agree that the SAVER Program may use both the equipment information and any images provided by the Vendor directly, or information and images available on the Vendor website. For eligible products a Product Summary Questionnaire will be sent to request or verify information of specific interest to the First Responder communities. NOTE: all information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, in response to this RFI, do not submit proprietary information, defense article information, or any technical data controlled by Export Administration Regulations (EAR) or International Traffic in Arms Regulations (ITAR). Responses to this RFI must be submitted no later than 5:00 PM PDT, November 13, 2015. All technical comments, inquiries, and the responses to this RFI should be directed to Mark Morey via email at SAVER_NV@nv.doe.gov; all non-technical questions should be directed to Emma Fox, Procurement Specialist, via email at foxeb@nv.doe.gov. III. OTHER The submitted information will be evaluated for inclusion in SAVER projects and reports. Determination as to an individual product's suitability will be made by NSTec based on the objectives of this request. Consequently, follow-up requests for feedback should not be made through the Federal Business Opportunities posting agency. Vendors may be contacted following submission for more detailed product information. If a SAVER project on this type of equipment is executed, the equipment selection will be based upon a number of factors, including emergency responder surveys and responder focus group inputs. Vendor provided information may be reformatted for publication in SAVER Program documents. This RFI is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Contractor does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. Submission of vendor information constitutes consent to publication of that information in SAVER Program documentation.
