Description
PRE-SOLICITATION NOTICE Solicitation No.: SGE500-16-R-0002 The American Consulate General, Frankfurt hereby provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: Renovation of Consular Waiting Area and Teller Window Line U.S. Embassy Madrid, Spain. The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract during the fourth quarter of calendar year 2015. The successful contractor shall provide complete construction services, contract coordination and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established timeframe. The work includes furnishing all labor, equipment, materials, and tools to renovate the Consular waiting area. The project is located in the Consular Affairs section of the existing U.S. Embassy Office Building. The project is further limited to the waiting area and spaces immediately adjacent to the affected space. The completion of this project shall include all incidental related work and as described in the Statement of Work, accompanying drawings and specifications. Pursuant to FAR 36.204, the estimated magnitude of this project is between $250,000.00 and $500,000.00 U.S. dollars. Proposals will be due in December 2015, and it is intended to award the contract shortly thereafter. Companies interested in the solicitation should express their interest by written correspondence, not later than Friday, October 30, 2015, and MUST include the following information: Name of Firm; Name, Telephone, Email Address of Point of Contact and Complete Physical and Mailing Address of Firm. DO NOT TELEPHONE. A Pre-Proposal Conference (to be followed by an organized Site Visit) is being planned for November 2015; the exact date will be provided in the solicitation document. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Spain. APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST By expressing interest in this project, you are acknowledging that your company is able to reach compliance with the following highlighted requirements included in the solicitation. Business Licenses to Work in Spain: In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in Spain. Offeror shall be required to provide with its proposal: • a written assurance that the offeror has obtained authorization to operate and do business in Spain, or • a thorough description as to what steps the offeror has taken to investigate all requirements to obtain authorization to operate and do business in Spain, • details of offeror's findings and a description of what its organization will actually be required to undertake to obtain authorization to operate and do business in Spain, and • specific information concerning the period of time the offeror anticipates it will take to obtain appropriate authorization. NOTE: Due to schedule constraints, the contractor must be in possession of authorization to operate and do business in Spain not later than 15 calendar days after award. In addition, this project is exempted from the Spanish Value Added Tax (VAT) and offeror's arrangements shall seriously consider the fact that only invoices from a contractor (in block 14 of SF1442) with a local VAT identification number will be eligible for exemption. The VAT exemption procedures will be provided in the solicitation document. Irrevocable Letters of Credit (ILCs): Offeror certifies that it will submit with its proposal a letter from a financial institution confirming offeror's ability to obtain ILCs. The requirement at proposal submission stage is an assurance letter regarding offeror's ability to obtain ILCs and not the ILCs themselves. Offeror certifies that, upon contract award, it will present to the Contracting Officer acceptable ILCs from an acceptable financial institution providing a total of 40% of the total contract value. The requirement for ILCs will not be waived. The solicitation will require evidence of a DUNS* number and SAM** registration, and potential offerors are encouraged to obtain the DUNS number and register in SAM as soon as possible. Unless otherwise exempted, the requirement to obtain a DUNS number and SAM registration is mandatory. * Dunn and Bradstreet: www.dnb.com/get-a-duns-number.html ** System for Award Management: SAM.gov When submitting a proposal, the failure to provide 1) information regarding authorization to operate and do business in Spain and 2) acceptable assurance regarding offeror's ability to obtain ILCs may result in the proposal being found technically unacceptable and removed from the competition without further discussions. Solicitation and award will be subject to the laws and regulations of the United States of America. This requirement is being competed utilizing full and open competition procedures.
