W912HP-15-R-0016 RFP Package. ***Updates to sections C, H, L, & M since the draft version posted with the pre-solicitation notice are preserved via 'track changes'. South Atlantic Division (SAD) Regional Environmental Acquisition Tool (REAT) Indefinite Delivery/Indefinite Quantity Multiple Award Task Order Contract (MATOC) For Environmental Consulting Services (ECS) PURPOSE OF THIS ANNOUNCEMENT : This is a solicitation announcment. The Government hereby issues a Request for Proposals (RFP). Interested parties are advised to fully and carefully review this announcement (and attachments). It is the Offerors' responsibility to monitor for updates to announcements. It is recommended that interested parties utilize the FBO "watch this opportunity" feature to be automatically notified of changes to this announcement as they may occur. INQUIRIES : Inquiries from interested parties at this time are encouraged. Inquiries shall be submitted in writing via "Bidder Inquiry" in ProjNet at www.projnet.org\projnet. The bidder inquiry key is E962A7-3WPZFR. At the time the RFP is posted, the ProjNet is currently closed for new inquiries--it will be reopened ASAP so please keep your record of your inquiries and check back during the week of Oct 19th for ProjNet to be reopened. All Offerors are encouraged to register on ProjNet for alerts so as to stay abreast of Q&A's that are posted in reference to this solicitation. Only self-registered users on ProjNet can submit & review inquiries. To self-register, go to the webpage, click BID tab, select Bidder Inquiry, select agency USACE, enter the key for this solicitation listed above and your email address. After initial login, enter all the required information to create your user ID. Verify the information on the next screen and from there you may submit and view inquiries. Those submitting inquiries will receive a system generated email notification when their inquiry has been processed and answered. It is the Offeror's responsibility to monitor for inquiries and responses. Interested parties are advised also that, while the Government acquisition team will make their best effort respond to all inquiries submitted, it is possible that not every inquiry will be answered. INFORMATION ABOUT THE SERVICES TO BE PROCURED : See section C within the draft RFP package, posted as attachment at this time, for the complete Performance Work Statment (PWS). Resulting contracts from this solicitation will support work assigned to the U.S. Army Corps of Engineers (USACE), South Atlantic Division (SAD) for various Department of Defense (DoD) and Interagency and International Services (IIS) customers and programs, to provide an adequate contract tool that will satisfy requirements for support and advice on multimedia environmental and occupational health and safety-related services, as well as full environmental compliance services. SOLICITATION : See the final RFP package, posted as attachment at this time. Updates to RFP sections C, L, & M since the draft version was posted with the pre-solicitation notice are preserved via "track changes". Offerors are advised to review the RFP package carefully and completely. In particular, sections L & M of the RFP contain detailed proposal submission instructions, the basis for award, and evaluation procedures. IMPORTANT : The solicitation is a Service Disabled Veteran Owned Small Business set-aside (SDVOSB). Reference FAR 6.206 and FAR 19.405. The NAICS code associated with the solicitation is 541620 Environmental Consulting Services and the small business size standard for that NAICS code is $15M average annual revenue. For more information on small business size standards, reference FAR Subpart 19.1. RESULTING CONTRACT INFORMATION : This solicitation will result in a multiple award IDIQ contract pool consisting of three (3) to five (5) awardees that will be offered fair opportunity to compete for firm fixed-price (FFP) task orders (reference FAR 16.504(c) and FAR 16.505). The planned duration for the contracts is a total of five years, consisting of a three (3) year base ordering period plus another two (2) year option ordering period.
