Attachment 6 Attachment 5 Attachment 4 Attachment 3 Attachment 2 Attachment 1 - PWS Solicitation H92240-16-T-0015 Solicitation number has changed from H92240-15-T-0138 to H92240-16-T-0015. The Naval Special Warfare (NSW) Command, Contracting Department, San Diego CA 92155 intends to award a 100% Small Business Set-Aside, Firm Fixed Price Contract to an Air Mobility Command (AMC) / Commercial Airlift Review Board (CARB) certified commercial carrier in support of Military Free Fall (MFF) Airlift Services for parachute operations in Arizona and California. Parachute operations include land and water drops (jumps). The contractor shall provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision of contractor personnel, and services necessary to perform Contracted Ramp Aircraft support for parachute operations. The Contractor will provide the following: • Verification of CARB Certified/AMC Paratroop Certification list • High Altitude Low Opening (HALO)/High Altitude High Opening (HAHO) operations per DoD certification. • FAA Certified Senior or Master Parachute Rigger • FAA Certified Commercial Pilot's license • Exit Ramp Aircraft support • The Contractor shall operate and maintain jump aircraft in accordance with Federal Aviation Regulations Part 135 or maintain a waiver in accordance with Federal Aviation Regulation part 91 and keep on file as directed by DoD Directive 4500.53 (Waiver Authority). • Contractor shall provide classroom space either in a hanger or building near the aircraft staging area, a covered parachute packing area, and coordinate local use of prospective drop zones. • Contractor shall provide access to US Coast Guard Approved water obstacles to conduct water jumps. • An AMC approved DZ listed on the AMC Zone Availability Report (ZAR). DZ elevation cannot exceed 2000 feet MSL. • The contractor shall obtain Airspace Authorization compatible with drops from 14,000 MSL. • Must be located within 40 miles of an International Bodyflight Association (IBA) approved Vertical Wind Tunnel with the following characteristics: o Climate controlled, recirculating air flow chamber o Minimum of 12-14 feet flight space (tunnel size) o Minimum wind speed of 160 mph All documentation submitted for verification of contractor personnel qualifications and licenses will be provided to the Contracting Officer during proposal submission to allow for review and verification prior to contract award. The period of performance will be as follows: Base Period: 01 November 2015 through 30 October 2016 Final schedules will be submitted during contract award; however, the tentative schedules for the first 90 days are as follows: 09 November - 20 November 2015 07 December - 18 December 2015 18 January - 29 January 2016 The place of performance is the contractor's facility or airfield designated by the Contractor. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) code for this acquisition is 481219 Other Non-Scheduled Air Transportation. The size standard is $15M. A complete Request for Quote package will be available for downloading at the FBO website: http://www.fedbizopps.gov on or about 17 September 2015. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via Internet at https://www.sam.gov/portal/public/SAM/. Please direct all questions regarding this requirement via e-mail to the POC identified in this synopsis. Quotes must be valid for 90 days. Email is the only acceptable method of submission. No facsimile quotes will be accepted. All quotes must be emailed with the RFQ Number in the subject line. Submission of quotes through the FBO system is not permitted. Contractors are responsible for verifying receipt of their proposals to this office before quote due date and time.
